General secretary Xi Jinping pointed out in the 19th report that the country's development strategy has been implemented to deepen reform of the rural land system.With the help of urban and rural population flow,the idle rural construction land is reactivated,so as to increase the value of land and change the service and rural development,which will become an inevitable trend to solve the problems of"agriculture,rural areas and farmers" in the future.Since 2003,the "no.1 document"center for 15 consecutive years has been "issues concerning agriculture,rural areas and farmers".The central document no.1 of 2018 emphasizes more on deepening reform of rural land system and improving policies on idle rural land bases and idle rural houses.The function accounting and value evaluation of rural homestead is the core link to promote the transfer of homestead into the market,revitalize rural assets and safeguard farmers' land rights and interests.With the rapid development of urbanization and industrialization,the role of rural homestead in social and economic life has gradually changed from the previous guarantee function to the asset function.As a result,the phenomenon of "multiple houses for one family" and "small property room" is common;on the other hand,according to statistics,the construction area of small property right houses in China has reached more than 6 billion square meters at present,which is equal to the total amount of real estate development in the past decade.Private circulation and large-scale renting of homestead in urban and rural areas of developed areas are common.In this background,in order to promote intensive and economical use of land and realize the flow of land elements between urban and rural areas,local governments began to actively explore the practice of improving rural land use efficiency and reactivating idle rural land,Although the contradiction between urban and rural land has been alleviated to some extent,the problems such as unreasonable compensation for the withdrawal of homestead and farmers' "being upstairs”damage farmers' rights and interests have been exposed,its root lies in the unclear property right of the homestead caused by the government and the peasant household to the homestead value understanding is not clear,ignores the different location homestead function transformation brings the value change.For the withdrawal of homestead,if farmers' income is too low,it cannot motivate farmers to quit;if compensation is too high,local governments will lack impetus to push forward because of the pressure of land finance.Therefore,how to recognize the advantageous functions of rural homestead in different regions and scientifically measure the value of homestead are urgent problems to be solved for the smooth exit of homestead in China and the transfer of market entry.This paper selects Jiaxing city in the north Zhejiang plain,Yiwu city in the middle Zhejiang foothill basin,and Taishun county in the south Zhejiang mountain area.Based on the land function theory,the multi-functional identification of rural homesteads is conducted,and a multi-functional quantitative evaluation index system is constructed to characterize the multi-functional properties of different locations and types of homesteads.Using the dominance model and location entropy theory,the regional features and differentiation rules of the advantageous functions of different types of homestead were revealed.On this basis,the income reduction method,equivalent substitution method and market value method are used to construct a comprehensive quantitative evaluation model of rural homestead economic,social and ecological values.The total value and spatial distribution of the homestead were considered from the macroscopic regional scale,the value structure and location selection of the homestead were discussed from the meso-village regional scale,and the reasons for its value differentiation were analyzed.Finally,based on the theory of complex adaptation system and the multi-subject simulation method,the evolution simulation of homestead exit pricing structure is carried out from the perspective of micro farmers,which provides a new idea for the scientific pricing of homestead exit.Through the research,this paper finds that:(1)In terms of production function,the urban villages of Jiaxing city and the suburbs of Yiwu city have prominent advantages,while the outer suburbs and remote areas of Taishun county have comparative advantages;In terms of asset function,Yiwu>Jiaxing>Taishun have gradient advantages due to the different level of social and economic development,and in the same region,the asset function presents in the city.The distribution trend of village>suburb>outer suburbs>outlying area;There is no significant difference in psychological function and guarantee function between different types of homesteads.Because rural households in Jiaxing city have a strong desire to quit,the locational entropy of their psychological function is lower than the average level,the housing structure in remote suburbs and remote areas of Taishun county is less perfect,and their guarantee function is also lower than the average level;In terms of ecological function,the level of location entropy showed a change trend of mountain>plain>basin hills and villages in the city<suburbs<outer suburbs<remote areas.(2)Type village in Jiaxing city to the remote land measuring total value were 15744.63 yuan/m2,8021.32 yuan/m2,519.18 yuan/m2 and 538.22yuan/m2;Yiwu respectively is 12169.07 yuan/m,8891.01 yuan/m,246.44 yuan/m2,248.27 yuan/m2;Taishun were 7028.72 yuan/m,516.06 yuan/m2,503.76 yuan/m2,and 528.57 yuan/m2.In the middle view of the village domain,as the homestead value follows the distance attenuation rule in the spatial distribution,all present the differentiation rule of the rural>suburban>suburban>remote type,while the functional value composition of the county and city under different terrains and different levels of economic and social development is slightly different.The differences in functional values of homestead in different regions and regions are caused by topography,urbanization,socio-economic development,land market maturity,lease market activity,industrial selection and development,and urban-rural integration.(3)In the simulation process,the interaction rules of "peasant household-peasant household" and the iteration rules of "peasant household-government" are constructed,and the compensation pricing interval of government guiding peasant households to withdraw from homestead can be obtained by combining the survey data.The pricing intervals of urban village,suburb,suburb and outlying residential land in Jiaxing are[15740,15990],[8020,8120],[520,820],[540,790]respectively;the pricing intervals of urban village to outlying residential land in Yiwu are[12170,12470],[8890,9140],[250,500],[250,450];and the pricing intervals of four types of residential land in Taishun are[7030,7280],[520,720],[500,650],[530,730].With the increase of the initial farmer's strength and hardness,the number of iterations between the farmer and the government approximates the linear growth;with the increase of the strength and hardness threshold,the number of negotiations between the farmer and the government will be increased correspondingly,and the cost of the government will be increased.
