With the advancement of economic globalization and regional economic integration, multilateral and bilateral cooperation among countries has been increasingly strengthened, and the barriers to traditional tariff and non-tariff barriers in international trade are waning. However, due to the huge differences in the quality of infrastructure such as ports, railways, aviation, and communications between countries, laws and regulations are different, and there are problems such as opaque customs procedures and excessively complicated customs clearance procedures, which has led to an increase in trade costs. As an invisible trade barrier, the "non-efficiency" has gradually become an important factor restricting the development of international trade.Since the World Trade Organization(WTO)first proposed the concept of facilitation at the Singapore Ministerial Conference in 1996,the WTO has been committed to promoting the process of trade facilitation worldwide. After the economic crisis in 2008,in order to accelerate economic recovery and achieve mutual benefit and win-win results,Countries will gradually increase their trade facilitation levels, reduce trade costs, and enhance international cooperation on the agenda, with a view to tapping trade potential by increasing trade facilitation. In 2013,the General Secretary creatively proposed the"One Belt,One Road" initiative. After five years of development, the bilateral trade volume between China and the countries along the "Belt and Road" has increased rapidly, and the growth rate of trade has exceeded the average growth rate of China and the world trade. All the way along the line has become an important trading partner of our country. As a traditional industry in China and the countries along the "Belt and Road",agriculture has played an important role in bilateral trade since ancient times and has always been an important part of bilateral cooperation.Due to the preservation and timeliness of agricultural products, there are high requirements for logistics, warehousing and sales environment. The level of trade facilitation in a country will have a greater impact on the scale of export and the types of exports. Therefore, how to promote the development of agricultural trade by further improving the level of trade facilitation in various countries has become an important issue that needs to be resolved. This thesis first defines the concept of trade facilitation. After combing the relevant literature,it describes and analyzes the status quo of agricultural trade between China and the countries along the Belt and Road. Then establish a comprehensive system of trade facilitation level measurement, calculate the level of trade facilitation of countries along the "Belt and Road",and carry out regression analysis from the aspects of agricultural product export scale and export type, and study the impact of trade facilitation level on agricultural product export. Finally, the main conclusions of this thesis are summarized, and corresponding policy recommendations are proposed. The main content packs the following six sections:The first part is the introduction.Firstly,it introduces the research background and significance of this thesis. It sorts out the research ideas and methods of this thesis, and enumerates the innovations and inadequacies of this thesis. The second part is conceptual definition and literature review.Based on the definition of trade facilitation concept, research on the measurement of trade facilitation level, research on the impact of trade facilitation on international trade, and trade facilitation on "Belk and Road" Research on the issue of chemistry, research on the impact of trade facilitation on agricultural trade, and research on policies and countermeasures for trade facilitation have reviewed the relevant research of scholars at home and abroad, and gave a literature review. The third part firstly defines the statistical scope of agricultural products studied in this thesis and the range of countries along the "Belt and Road",and then describes and analyzes China in terms of overall export scale, export product structure, export regional structure and export types. The status quo of agricultural products export trade between countries along the "Belt and Road".The fourth part is the measurement and comparative analysis of trade facilitation level. This chapter selects 18 secondary indicators from four aspects:infrastructure, finance and e-commerce,regulatory environment and customs environment.Using principal component analysis, using Stata14.0 software.Determine the weight of indicators, construct a comprehensive index system of trade facilitation level, and compare and analyze the trade facilitation level of China and the 94 countries along the"Belt and Road" in 2007-2017.In the fifth part, using the extended gravity model, using panel data linear regression and negative binomial regression method, using stata14.0 software, empirical analysis of China’s agricultural product export scale and export categories The Belt and Road countries and trade convenience along the line. The relationship between the level of development and then the results are summarized and analyzed. The sixth part is the main conclusions and policy recommendations. This chapter first summarizes the main conclusions of this thesis, and then puts forward corresponding policy recommendations on how to further improve the overall level of trade facilitation in China and the countries along the "Belt and Road" to promote bilateral trade. The results of this thesis show that the level of trade facilitation The Belt and Road countries has a significant positive impact on China’s agricultural product export trade scale and product types, and the regression coefficient is the largest of all explanatory variables. When other conditions remain unchanged, each level of trade facilitation in the countries along the route will increase by 1%.China’s agricultural product export scale and export product categories will increase by 2.891%and 0.826%,respectively.Moreover,the regression coefficient of the level of trade facilitation is greater than the regression coefficient of tariffs, indicating that increasing the level of trade facilitation along the line of countries is more effective in reducing the tariffs on the export trade of agricultural products. Therefore, improving the level of trade facilitation among countries along the "Belt and Road" can effectively promote China’s agricultural exports to the region and increase export diversity. In terms of regions, the level of trade facilitation in Southeast Asia,Africa, and West Asia has a greater impact on China’s export trade volume. The level of trade facilitation in Southeast Asia and European countries has a greater impact on China’s export diversity. The four first-level indicators of trade facilitation have a positive impact on China’s agricultural products export trade and export product categories along the "Belt and Road" countries.Infrastructure, finance and e-commerce have the most obvious role in promoting the export of agricultural products. The role of finance,e-commerce and customs in promoting agricultural exports is the most obvious.
