| In recent years,trade facilitation has gradually become a hot topic of concern to governments and academics in all countries,because the tariff rates in most countries have dropped to a very low level and the means to promote international trade through tariff reductions have been hard to maintain.On the contrary,with the development of international trade,trade frictions between countries are gradually increasing."Trade Inefficiency" has become one of the important factors that impede the country’s trade.Therefore,the role of trade facilitation in stimulating international trade appears to be particularly important.The "Belt and Road Initiative" proposed by China in 2013 is an economic cooperation region covering more than 60 countries in East Asia,West Asia,South Asia,Central Asia,the Commonwealth of Independent States and Central and Eastern Europe.The improvement and cooperation in trade facilitation is also one of the core issuesin the economic zone.The "Belt and Road Initiative" has been an important part of China’s strategy of opening to the outside world.Since its establishment,China has enjoyed close ties with other countries along the line and its trade quota has also increased year by year,especially in the export of agricultural products.However,on the other hand,it should be noted that the trade level between China and most of our countries along the "Belt and Road" is still at a relatively low stage and there is still much room for improvement.Trade facilitation aims to reduce trade costs and thus promote trade by standardizing rules and standardizing procedures to reduce conflicts and friction in international trade.Therefore,studying the impact of trade facilitation on the export of agricultural products from China to the Belt and Road countries has become an important issue for promoting the trade in agricultural products between our country and the Belt and Road initiative.Firstly,on the basis of combing the existing research results of domestic and foreign scholars on evaluation indicators of trade facilitation and the economic benefits of trade facilitation,this paper defines some connotation such as trade facilitation,agricultural products and the "Belt and Road" countries described in this article.At the same time,this article expounds the related theories of trade facilitation to seek theoretical support for the research of the article.Secondly,this article analyzes the status quo of China’s agricultural trade to the countries along the "Belt and Road" and the trade facilitation between China and the countries along the "Belt and Road".Combining with the characteristics of the "Belt and Road" countries and trade in agricultural products,an index system of trade facilitation for the "Belt and Road" is set up to measure the level of trade facilitation in China and 53 major countries along the "Belt and Road".The result of the calculation shows that the level of trade facilitation in the countries along the "Belt and a Road" is still at a relatively low level as a whole,and the gap between countries along the line is significant.Looking at the entire region as a whole,it shows the characteristics of "high in both ends and low in the middle".China’s trade facilitation ranks 15th out of 54 countries estimated,in the middle and upper reaches.From 2013 to 2016,the overall level of trade facilitation in the countries along the Belt and Road is on the rise.Based on the data of 53 major countries along the "Belt and Road" for 2013-2016,the paper uses the expanded trade gravity model to analyze the impact of the "Belt One Road" trade facilitation on the export of agricultural products from China to countries along the"Belt and Road" Empirical Research.The model includes an explanatory variables that is the level of trade facilitation of the importing country and five control variables:the total economy of the importing country,the total population,the degree of economic openness,geographical distance from China and whether to sign a free trade agreement with China.The empirical results show that both the total economic volume,the total population,the level of trade facilitation in importing countries and whether the free trade agreements with China signify the promotion of China’s agricultural exports.However,the degree of economic opening in importing countries and the geographical distance between importing countries and China are the obstacles,and the extent to which the level of trade facilitation in the importing countries of the explanatory variables is most affected.With every 1%increase in the level of trade facilitation,China’s exports of agricultural products to countries along the Belt and Road will increase by 4.37%.Finally,according to the previous analysis,this paper draws the following three policy recommendations.First,it is necessary to improve the level of trade facilitation in our country,mainly including:strengthening infrastructure construction,improving the customs environment,strengthening the regulatory environment,and promoting the popularization of finance and technology.Second,in advancing the "Belt and Road" strategy,we must help countries along the routes to enhance their own trade facilitation.For example,we can continue to increase investment in national infrastructure along the "Belt and Road" and actively promote negotiations on trade facilitation.Third,we must enhance the international competitiveness of China’s agricultural products. |
