As an important part of China’s regional development,the adjustment of western china’s industrial structure not only affects its own economic development,but also has an impact on the eastern region and even the whole country.Due to its unfavorable geographical location,the industrial structure development in the western region has always been the focus of national policy.Beginning with the policy of Western Development in 2000,the development of the western industry has successfully transitioned from the foundation stage to the accelerated development stage.During this period,a large number of scholars have analyzed the factors affecting the industrial structure of the western region.However,most of the previous studies remained on the analysis of individual factor.Few people have established a complete indicator system to analyze the industrial structure of the western China.Most scholars regard the proportion of tertiary industry in GDP as a measure of industrial structure upgrading,lacking an all-round measure of the adjustment of the industrial structure of the western China.In addition,the industrial development in the western region has always been influenced by policy,while the previous empirical researches have no consideration of policy factors.Since the "One Belt,One Road"strategy was put forward in 2013,as the frontier window of the Silk Road Economic Belt,the problem of clarifying the effects of various factors on the industrial structure,and make a reasonable industrial structural adjustment become more and more important.Therefore,this paper attempts to establish an index system from five perspectives:government fiscal expenditure,enterprise development level,market environment,foreign investment environment and policy environment.The adjustment of western industrial structure is measured from the two dimensions:Industrial coupling coordination and Industrial polymerization quality.The essay will study the effect of different factors related to the adjustment of industrial structure,and propose policy recommendations on the basis of the research results.This paper consists of 7 parts;The first chapter describes the research background,methods,significance,innovations and shortcomings.The second part summarizes the relevant literatures from the related research on Industrial Structure Change and its metrics.The third chapter introduces the concept of industrial structure change from two dimensions:industrial structure upgrading and its evolution law.The fourth chapter analyzes the status quo of industrial structure development in the western region from three aspects:Proportion of different industries,investment status and capital flow.The fifth part introduces the two metrics of industrial structure change which are used in this research.By constructing an empirical model,we measure and analyze the industrial structure changes in the western China from industrial coupling coordination and industrial polymerization quality.The sixth chapter is empirical Research.The research selects 9 indicators from five perspectives:government fiscal expenditure,enterprise development level,market environment,foreign investment environment and policy environment to establish an index system.On the basis of indicator system,we carried out FGLS regression on panel data from the aspect of industrial coupling coordination and industrial polymerization quality respectively.The seventh chapter is the conclusions and recommendations,based on the research results,and proposes relevant policy recommendations.According to the research,the conclusions of this paper is as follows:the Financial development,FDI,enterprise nationalization level,and the development policy have a significant positive impact on the industrial coupling coordination and polymerization quality to the provinces along the western Belt and Road;With the improvement of infrastructure construction,its positive impact on industrial polymerization quality is gradually exceeding the negative impact on the second and third industries coupling coordination.The taxation of enterprises is not conducive to the further adjustment of the industrial structure in the western region.And due to the negative externality and some other reasons,the expenditure on science and technology has not yet promoted the adjustment of the western China’s industrial structure.
