In order to follow the current world development trend and integrate more deeply into the global economic system,the "One Belt And One Road" initiative came into be being.The initiative encourages domestic enterprises to actively realize "going global" and promotes the rational allocation of resources,which is bound to have an impact on the optimization and upgrading of China’s regional industrial structure.How has the regional industrial structure developed since the "One Belt And One Road" initiative was put forward? Does this policy promote the optimization and upgrading of regional industrial structure? How strong is the push? Is the effect long-lasting? This paper discusses the above problems in depth.In order to analyze the impact of the "One Belt And One Road" initiative on the industrial structure of domestic regions,this paper USES the panel data of 31 provinces(autonomous regions and municipalities directly under the central government)from 1994 to 2017 for empirical research.First of all,from the rationalization of industrial structure and the upgrading of industrial structure of the two aspects of the regional industrial structure level of comprehensive measurement.Secondly,combined with the bayesian hierarchical spatio-temporal model,the spatial and temporal distribution characteristics of the rationalization and upgrading of industrial structure in 31 provinces were used to analyze the level of industrial structure in each region and the development trend under the influence of the One Belt And One Road initiative before and after it was proposed.Finally,the net effect of "One Belt And One Road" on the rationalization of industrial structure and the upgrading of industrial structure is analyzed by the double difference method,and the durability and regional heterogeneity of the policy are tested.Through the above research,this paper got the following conclusions:(1)In terms of industrial structure rationalization,the geographical distribution characteristics are obvious.Before and after the “Belt and Road” initiative was proposed,the spatial relative risk levels in various regions changed greatly.(2)In terms of the high-level industrial structure,there is no obvious geographical distribution characteristic.Before and after the “Belt and Road” initiative was proposed,the spatial relative risk levels in each region changed little.(3)Before and after the "One Belt And One Road" initiative was put forward,the five provinces of The Inner Mongolia Autonomous Region,Xinjiang Uygur Autonomous Region,Guangxi Zhuang Autonomous Region,Gansu and Guizhou were all lower than the overall national level in terms of both the rationalization of their industrial structures and the upgrading of their industrial structures.(4)The "dividend" brought by the "One Belt And One Road" initiative for the rationalization of the industrial structure of the provinces along the belt and road is not significant,and has a significant promoting effect on the upgrading of the industrial structure of the provinces along the belt and road.(5)The continuous effect of "One Belt And One Road" initiative on the rationalization of industrial structure of provinces along the belt and road is not significant,and the driving effect on the upgrading of industrial structure of provinces along the road has long-term stability.(6)"One Belt And One Road" initiative to regional industrial structure rationalization and there is obvious regional heterogeneity,in terms of industrial structure rationalization,significant role in promoting the economic developed regions,the initiative to sort the influence degree of the high-grade of industrial structure is the economy developed areas > less developed areas > medium level areas.Through the research conclusion,this paper gives the following suggestions: the relevant provinces with problems in the process of industrial structure optimization and upgrading should pay great attention;Unswervingly promote the implementation of the "One Belt And One Road" initiative;Increase the participation of "One Belt And One Road" in each province;Each region needs to adapt measures to local conditions,foster strengths and avoid weaknesses,and form its own unique industrial competitive advantage.
