Time limitation of customs clearance is an important index to measure the efficiency of customs clearance,the convenience of business trade and environment.With the continuous advancement of economic globalization,the scale and speed of global trade flows have been increasing.People from all industries are taking various measures to strengthen internal management,optimize operating processes,and improve work efficiency.As the"Gate"between international and domestic public administration,Customs is facing the dual reform objectives of ensuring both trade security and facilitation.All the pressures,whether it comes from external like the society and enterprises or from internal needs,have put forward urgent requirements for shortening the customs clearance time.In recent years,customs has launched and promoted series of business process reengineering,and carried out large-scale reforms in the concepts,principles,structures,and behaviors of customs governance.Business process reengineering of customs is an extension of the application ofgovernment's process reengineering and also a concrete application of public service's process reengineering.Business process reengineering of customs emphasizes on improving the efficiency,effectiveness and quality of public services.It will help the Import-export trade enterprises to declare quickly and save the cost of money,time and manpower.It will also promote the transformation of the government's functions from"control-oriented"to"service-oriented".Using the theory of process reengineering,this paper extends the current study of process reengineering on government public service to one of the government departments---customs.This paper expands the research field of process reengineering theory,and enriches the connotation of the application of the theory.In the meantime,through the empirical research about how business process rcengineering shortens the customs clearance time,this paper achieve the goal that let the reform results to confirm the reform itself.Starting from the interview study,this paper determines the key node or index that affects customs clearance time.By the method of quantitative analysis,this paper uses data analysis to research on how business process reengineering improves customs clearance time and further on,verifies the assumption of promotion.Based on the basic data of the declaration documents of S Customs,this paper carries out the empirical test of how business process reengineering improves customs clearance time.By questionnaires,this paper carries a survey on enterprises'perception about the improvement of customs clearance time after process reconstruction,thus the paper confirms that positive evaluation has been made by enterprises on customs clearance time improvement an.d the reduction of logistics cost.Based on both empirical analysis and the feedback of questionnaires,this paper explores the key points that block the improvement of customs clearance time.From the seven aspects,this paper proposes a practical path to further improve the customs clearance time and optimize the business environment,such as of insisting on"service-oriented"and"problem-oriented",optimizing coordinated supervision,advancing the construction of“single-window”,increasing technology support,and deepening international cooperation.
