Research On Customs Clearance Process Reengineering In China

In 1998,China Customs formally implemented the reform of customs clearance operation.In the past 20 years,the Customs has made full use of information technology,risk management concepts and principles and steps of process reengineering to gradually carry out customs clearance process reengineering and establish a national customs clearance integration system.In March 2018,the State Council reformed its organs,and the duties of entry-exit inspection and quarantine administration were assigned to the General Administration of Customs.In order to meet the new forms and challenges,on the basis of customs and inspection integration,China Customs needs to timely assess the effect of pre-process reengineering,check the shortcomings,and timely carry out a new round of reform and process reengineering.Firstly,this paper combs and reviews the reform of customs clearance system and the evolution of cooperation forms of customs and inspection business in China.Especially the integration of regional customs clearance and national customs clearance,it rebuilds customs clearance process,breaks the traditional hierarchical organization structure,and is an effective practice of business process reengineering theory.Secondly,this paper takes the release time of imported goods as the object,chooses the customs clearance time of general imported goods at Ningbo Airport in the second quarter of 2019 as the sample,establishes the mathematical prediction model of customs clearance time in the form of quantitative analysis,carries out the energy efficiency analysis of customs clearance process reengineering,and evaluates the reform of China's Customs pre-system and process reengineering.Effect.It also conducts a questionnaire survey for customs staff and enterprises involved in import activities to study the satisfaction of customs clearance time limit,the key factors affecting customs clearance time limit and the individualized needs of enterprises for customs clearance time.Finally,it is pointed out that the next step should be to simplify the declaration requirements through gradual reengineering of the customs clearance process,and post-install unnecessary procedures,focusing on solving the problem of long time-consuming before declaration of goods after arrival,and digesting and utilizing the transit time.Especially at a certain stage of the reform,we should not take the reduction of customs clearance time as the sole purpose.We should change the management concept in time,pay attention to the individualized customs clearance needs of enterprises,and improve the sense of acquisition of enterprises.From the aspects of changing management concept,amending and enriching the upper law,implementing the "two-step declaration" customs clearance mode,exploring the hierarchical response system and improving supporting measures,this paper explores the realization path of a new round of reengineering customs clearance process.
