Food safety concerns the health of the people and the people's livelihood.Food safety is a part of “national security” and it's very important.Whether it is the "four Strictest Regulations on Food Safetyt" proposed by General Secretary Xi(the most stringent standards,the most stringent regulations,the most severe punishment,the most serious accountability),or the party's 19 th National Congress proposed "Implementing a food safety strategy to let the people eat with confidence",all reflect the current Chinese government's emphasis on food safety governance.However,major food safety incidents have erupted in various parts of the world in recent years.In the special period of social transformation in our country,the challenge of the complexity of food safety to governance capacity is particularly evident in China.Because food safety governanceruns through agriculture,production,distribution,catering,consumption and other aspects,it involves many administrative departments such as agriculture,health,market supervision,education,transportation,and customs.For food safety governance,China has long followed the multi-sectoral segmentation management model.Under the influence of food safety incidents in recent years,the government has gradually realized the shortage of the multi-sectoral “Jiulong Water Control” supervision mode in food safety management,and made several optimizations on the food safety management department synergy model,and on food safety supervision.The department has made several integrations and adjustments.In particular,the latest "major system" reform(institutional reform plan)announced by the State Council in March 2018,the State Council set up a department to adjust to 26 departments,the State Council is reducing the number of deputy ministerial agencies by 15 and the departmental functions are further integrated.Food safety supervision is also formally integrated with several departments to form part of the market supervision force in the context of the “major system” reform.In this context,it is particularly necessary to study how to further optimize the synergy between different institutions within the department,further rationalize the food safety synergy mechanism among different departments,and Further improve the multi-party collaborative governance system for food safety between government and society.Based on the actual situation of food safety collaborative management under the background of X-county “major system” reform,this paper summarizes four new characteristics of X-county food safety “majority system” reform after collaborative reform: from multi-head supervision to two sections Regulation,from extensive synthesis to specialized segmentation,From Fewer Personnel to Development and Growth,from government collaboration to social synergy.In-depth analysis of the X-county system reform and food safety supervision existed in the food control participation single,the law enforcement force is weak,the information sharing is not smooth,the law enforcement standards have not been completely unified,etc.,after careful analysis,found cognitive bias The reasons for the four problems of poor information sharing,unsound supervision mode,and imperfect incentive mechanism.Combining the above status quo,this article presents four aspects of thinking and recommendations on how to further improve the synergistic effect of food safety in X County after the reform of the "major system".First,further establish a sound,unified,clear and dynamic food safety supervision system.Second,further integrate and optimize the integrated,coordinated and authoritative food safety coordination mechanism.Third,further strengthen the construction of professional,scientific and high-quality food safety supervision capabilities.Fourth,further establish and improve a reliable,concise and effective food safety guarantee system,in order to provide reference for the food safety treatment effect of X County.
