Study On The Influencing Factors And Mechanism Of Rural Homestead Exit

With the advancement of new urbanization in China the rural population gradually migrated to the cities and towns,but the migration of the population did not accompany the transfer of land.On the one hand,the contradiction between the inefficient use of rural homestead and the serious shortage of urban construction land is highlighted.The other hand,the random extension of the villages along the main roads aggravated the pressure of cultivated land protection.Based on this background,it is of great significance to explore the factors and mechanisms of exit of homestead.This study takes Yining city as an example where is China’s homestead system reform pilot city.Firstly the paper combs the practice mode of homestead exit and gives a brief comment.Then,based on the questionnaire data of farmers in Yining city,the paper described the utilization status of rural homestead and analyzed the influencing factors of homestead exit.Finally constructed the homestead exit mechanism of Yining city combined with the status quo of rural homestead and significant factors of influencing factors.The main conclusions of this paper are as follows:(1)The applicability of different exit models has a greater relationship with the local economic development.The government should take full account of the specific circumstances of Yining City to develop and innovate homestead exit mode,in view that attributes of region,nation and resources are different from other cities,which are not in Xinjiang.(2)Homestead occupies an important position in the traditional concept of old-age farmers.The significant factors of affecting farmers’ willingness are the role of homestead for farmers’ pension,family characteristics of farmers,the homestead policy,the farmers’ worries and anticipation of homestead exit and so on.We should pay more attention to these factors when draw up exit policies.(3)This study combined with the micro perspective of farmers,and explored the homestead exit mechanism from the exit procedures,land type classification,mode,compensation and related auxiliary measures.(4)In order to promote the orderly exit of Yining City rural homestead,the paper proposed some suggestions,such as the policy of homestead exit,introduce management measures of "two household use one homestead",restriction of homestead circulation,the manner of compensation for homestead exit,the rural social pension system,etc.
