Research On Exit Mechanism Of Rural Homestead In Gexianshan Town Of Pengzhou City

With the integrating of urban and rural areas,the appropriate use of land of these two areas is increasing urgently.On one hand,in order to obey the bottom line of 1.8billion mu cultivated land,the gap between supply and demand of urban construction land is becoming more and more wide.On the other hand,the urbanization leads to an appearance of numbers of vacant houses in rural areas,where the homestead has not been fully exploited yet.What's more,farmers rarely have the property rights of their homestead.The continuous adjustment of human resources structure and industrial layout structure decides a maximum integration of urban and rural land resources as well as an effective use of the land,of course including rural homestead.In November2013,the Third Plenary Session of the Eighteenth Central Committee declared the reform orientation of rural homestead which is endowing farmers with property rights and safeguarding their usufructuary rights.” In 2015,the central government issued a pilot opinion on the reform of the homestead which suggested to explore exit mechanism of rural homestead,starting the exit of rural homestead nationwide.Although a number of achievements have been made in the country,there are also some problems leaving,such as leaking of motivation to exit,an increasing financial burden and a suspending of application of government policy.The core to solve these problems aims at trying to decide the government's role and to enhance the participating of farmers and other parties during the whole progress.Oriented to promoting the conservation and intensive use of rural land,developing the rural homestead system and enhancing the integration of urban and rural development,this paper focuses on analyzing and summarizing the case of farmers' exiting of the homestead in Gexianshan on five perspectives,which are “what is the motivation for exit”,“how to do the exiting”,“what is compensation for farmers”,“how to protect farmers' reasonable rights” and "what is a continuous policy to promote the exiting”.From the perspective of combining theoretical analysis with empirical research,the paper systematically explores the specific steps.This paper proposed a mode which claims that the protection of peasants' rights should be put in the first place,then considering the guaranteeing of the farmers,or constructing a paid bottom-up exit driven by the peasants' willingness.At the same time,the paper also claims that it isnecessary to construct a exit mechanism from the dimensions of clarifying property rights,constructing compensation mechanisms and benefiting sustainable development.So it is possible to enhance security level and people's livelihood as well as accelerate local economic development.
