Rural homestead land can ensure the most basic livelihood of farmers.As a carrier,it can serve the lives and production of farmers and is an important property owned by farmers.With the advancement of urbanization in China,the rural population is gradually moving in large numbers to cities,often resulting in a situation of "separation of people and households,leaving people behind." Considering that in traditional rural areas,the excessive area of homesteads and scattered living environments have reduced the utilization efficiency of rural homesteads,resulting in a large number of idle phenomena.Therefore,the Chinese government has successively issued relevant documents such as the "Pilot Plan for Deepening the Reform of Rural Homestead System" and the "Opinions on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization",and pointed out the direction and focus of homestead reform in the documents,including guiding and encouraging farmers to voluntarily withdraw from rural homesteads with compensation,providing sufficient protection for collective income distribution rights and homestead use rights for urban farmers,etc.So,how the actual users of homestead land,namely farmers,perceive the withdrawal behavior of homestead land and what factors affect their true inner thoughts,are extremely important issues.Studying the willingness of farmers to withdraw from their homesteads and the influencing factors behind it can make the work of withdrawing homesteads more tailored to local conditions,and is of great significance for the formulation of policy plans for rural homesteads and the protection of farmers’legitimate rights and interests.Based on 300 micro data from Huinong District and Dawukou District in Shizuishan City,the influencing factors of farmers’ willingness to withdraw from homesteads were analyzed through econometric models and supported by a case study of Pingluo County,which has become a pilot project.Firstly,the article introduces the research background,significance,and methods;Then,the concepts of rural homestead,homestead withdrawal,and farmers’ willingness were defined.Based on land property rights theory,farmers’ behavior decision-making theory,and the hierarchy of needs theory,research hypotheses were proposed based on a review of domestic and foreign literature;Secondly,analyze the sample situation based on research data;Then,a binary logistic model was used to analyze the influencing factors of different factors on farmers’ willingness to withdraw from their homesteads in Huinong District and Dawukou District;Afterwards,case analysis was conducted to support the relevant conclusions through interviews with farmers in Pingluo County;Finally,based on the research conclusions and combined with the actual situation,policy recommendations are proposed.The research results indicate that education level,number of migrant workers,ownership of urban housing,ownership of idle homesteads,total household income,number of homesteads,understanding of homestead exit policies,and the number of people under the age of 15 at home have a positive impact on farmers’ exit;The number of households,satisfaction with transportation,medical care,elderly care,the number of people aged 65 and above,and the number of farmers working at home have a negative impact on farmers’ withdrawal.Finally,this article proposes policy recommendations to promote farmers’ withdrawal from homesteads from four aspects:following the principle of voluntary and paid withdrawal,establishing reasonable and diversified compensation standards,strengthening the promotion of compensation policies for homestead withdrawal,and improving the social security system. |
