With the high-speed development of industrialization and urbanization in China, the expansion of urban construction land and the waste of rural construction land coexist, which increase the pressure on farmland protection. In the district of increase or decrease link on urban and countryside construction land, exit of rural homestead land is an important means to mitigate the pressure of the construction and protection. However, there are also some insufficiencies in current research. For example, homestead exit and compensation has remained mostly on the theoretical analysis, empirical research is penurious; studies of farmers homestead exit willingness and homestead value compensation standard is less, which need to be research in depth. Based on the systems analysis of the researches and practices of homestead exit, normative analysis and empirical research are employed, the paper analyses the main factors to affect the willingness of farmers exiting their homestead and explored the value of rural homestead based on the land development rights, so as to provide a reference to the rural homestead exit and compensation policy formulation. The research of the rural homestead land exit has a great significance for motivating farmers to exit the homestead land, raising the levels of economiacl and intensive utilization of rural collective construction land, and protecting the legitimate property rights and interests of farmers.First of all, the paper analysed the main factors which affect the homestead exit willingness of famers with the logistic model; explored the homestead value standard of compensation from the perspective of land development rights combined with the cost approach; and designed a mechanism of rural homestead exit and compensation, and some supplementary measures is given to improve the rural homestead exit mechanism. Through research and analysis, we get the following conclusions:(1) The homestead exit willingness of farmers is affected by multiple factors. And in these factors, the average annual net income of farm families, the number of homestead, the ability to purchase housing in urban areas, whether to own non-farm vocational skills play a significant positive role; and the age of farmers, the proportion of farm income play a significant negative role. The most influential factor is the farmers’age, followed by the average annual family net income, homestead number, the proportion of agricultural income, the ability to purchase housing in urban areas, whether to own non-farm vocational skills.(2) Value estimates of the homestead land based on the land develop--ment rights is feasible to a certain extent. From the perspective of land development rights, combined with the cost approach, and with setting five assumptions, refer to the monitor prices of industrial land in2009, the paper calculate that the homestead valued of putuan township Ezhou City is about212.51yuan per square meters, just as about141,700yuan per acre. The calculation results reflects the market price level to a certain extent, and could provide some references for the compensation of the rural homestead exit.(3) Appropriate compensation mechanism should be established with the rural homestead exit. Exit mechanism for rural homestead land is designed preliminarily from the purpose, principles, subjects, manners, contents, standards, fund management of the exit and compensation; and suggest that land use planning, housing security, household registration reform, rural service organizations, reserve system of homestead and others need to be established and perfected further, to safeguard the mechanism of rural homestead exit.
