Research On Institutional Mechanism Of Food Safety Supervision:Based On The Boundaryless Organization Theory

With institutional reform,food safety supervision will be incorporated into the market supervision model.However,the government-led food safety supervision system still cannot get rid of the influence of bureaucratic bureaucracy.The boundary formed by static organizational structure and dynamic external environment cannot coincide with each other,and the resulting intermediate zone must breed opportunism.The theory of The Boundaryless Organization is to improve the permeability of boundaries,break through the barriers of organizational boundaries,let the power and resources of organizations shuttle freely,transfer information quickly,integrate resources effectively,and bring forth new culture.The Boumdaryless Organization is an innovation of traditional bureaucracy.In fact,it is based on borders.It is not an absolute negation of all borders to find the right balance between"yes"and"no"on borders.Based on the analysis framework of The Boundaryless Organization theory,this paper studies the institutional mechanism of food safety supervision,and explores the hierarchical barriers of power information transmission,target resource competition,local protectionism,fragmentation of supervision,insufficient participation of social forces,cultural impulse and the path dependence of institutional change and other issues derived from organizational boundary barriers from vertical,horizontal,external,geographical and psychological dimensions.Then,around the core concepts of"Multi-Center","Cross-border","Infiltration","Sharing"and "BoundaryJess",we put forward five suggestions on food safety supervision from five aspects:process reengineering,target resource integration,food safety information platform building,partnership building and supervision culture shaping..
