Since the "Internet + " had been carried out,many internet-based service platforms have been created,the Living Service Platform is one class of them.Until Nov 2017,the number of mobile-applications on domestic APP markets is 3.91 million,and the number of living service platforms is over 0.497 million,takes up 12.7%of gross.Every platform needs to be promoted before operation.Due to many platforms are operated by the companies which are in beginning or growing phase,the abilities of management and financial backing are limited.In order to develop the market to underdeveloped areas,these companies often take the approach of Franchise Systems.After a franchisee got the permit,he would meet many difficulties when implementing the promotion works.The abilities of management and financial backing are key points,but not every franchisee has abundant experiences and abilities of management.This paper focuses on the district promotion projects in new market phase,after the franchisees got permits in underdeveloped areas,and establishes the life cycle management framework of district promotion project by interviewing several promotion managers and participants from some living service 020 platforms in underdeveloped areas of Yunnan,summarizing the interview contents,and integrating with project management methodologies and project life cycle management theory.As a case study,this paper selects a promotion project of an 020 platform in Mengzi district as example,and presents some solutions to the main problems which appeared during the process of promotion based on the framework built before,and replans the project depended on available resources in Mengzi,also puts some techniques and methods of project management into use.This paper aims to show some experiences to the franchisees who lack of managing abilities in promotion works.Hoping more and more living service 020 platforms come to people's life,serving everyone with conveniences.
