Fairness Judgment Of Land Value Increment Income Distribution In Agricultural Land Conversion Process

At present,China's urbanization process is speeding up,and the phenomenon of rural land circulation is frequent.On the one hand,agricultural land conversion promoted the efficient allocation of resources;On the other hand,the transformation of agricultural land use has caused irreversible social and ecological problems.In the process of agricultural land conversion,the land value-added revenue obtained by farmers is only compensation for the price of agricultural land,the land value changes little,and the developer obtains huge land value-added revenue,and the distribution of relevant stakeholders is huge.Therefore,the current distribution system of land value-added income has attracted wide attention,and how to rationally allocate land value-added revenue has become a research hotspot in the academic field.On the basis of this,this paper takes 31 municipalities directly under the central government and provincial capitals as an example.Through a certain calculation method,this paper investigates the current status of land value-added income distribution in China and measures the fairness of distribution,providing a basis for the reform of the land value-added income distribution system.In this study,the land value-added revenue distribution mechanism is sorted out,and the relevant stakeholders are clarified,and the distribution ration between farmers,local governments and developers is calculated.Use the Gini coefficient,Atkinson index and social welfare function to measure the inequality of income distribution.The results show that,first,the developer obtains most of the land value-added revenue,the government is in the middle level,and the farmers obtain the least value of the land value-added;Second,the eastern region has the largest increase in value-added land,followed by the central region,and the least in the west.Thirdly,with the development of social economy and urbanization,the increase of land value-added revenue and the improvement of social welfare state,but the gap between the distribution of interests among stakeholders is increasing,which is not conducive to social justice.In view of the research results,this paper analyzes the reasons from the imperfect legal system and the unequal status of the interests of the main interests,and proposes to provide a variety of ways to compensate farmers,protect the basic rights of landlesspeasants;improve laws and regulations,establish service-oriented government;reform real estate development model.Anti-domestic profits through taxation;through the implementation of regional coordinated development and other ways to improve the fairness of land value-added income distribution,and promote social maximization.
