In recent years,due to improper handling of dead pigs,human and livestock health,environmental health,and food safety are endangered.In order to prevent the largest number of dead pigs from entering the market from the source,we will promote the healthy and stable development of animal husbandry.Guangdong Provincial Government has issued a hazard-free disposal subsidy policy for dead pigs in the breeding sector in order to encourage farmers to actively carry out hazard-free disposal.However,a series of problems emerged during the implementation of the subsidy policy,such as the narrow coverage of subsidies and the low compensation standards.This shows that there is a gap between the implementation performance of the hazard-free disposal subsidy policy and the implementation goals and the willingness of pig owners,and the implementation mechanism may be unreasonable.Based on the 182 valid data obtained from a questionnaire survey of farmers in Maoming City,Guangdong Province,based on the cost-benefit analysis,the logistic model was used to empirically study the effect of hazard-free disposal subsidy policy for dead pigs on the treatment behavior of the dead pigs.The effect of the following main conclusions:(1)Since the implementation of the hazard-free disposal subsidy policy for dead pigs in Guangdong Province,the treatment behavior of dead pigs has been standardized to a certain extent.However,in terms of system design,there are problems such as unreasonable subsidy standards,narrow scope of subsidized objects,frequent and cumbersome subsidy declarations,difficulty in verifying exact quantity of deaths,and unreasonable allocation and use of subsidy funds.Subsidy policies need to be further optimized.In order to play a greater effect.(2)The logistic model regression results show that the hazard-free disposal subsidy policy for dead pigs has a positive incentive effect on the innocent treatmentbehavior of farmers.Among other control variables,factors such as personal characteristics of farmers,production and management characteristics,hazard-free disposal subsidies characteristics,social environment characteristics all have a significant impact on the hazard-free disposal behavior of dead pigs of farmers.Whether they are hazard-free or not The marginal effect of chemical treatment subsidies is the largest,followed by the government’s punishment,supervision and inspection frequency and farmers’ education level.(3)Developed countries such as the United States,the European Union,and Japan receive financial support primarily through channels such as government budgets,farmers’ contributions,stakeholder contributions,and international funding,such as using 3% and more of the fiscal tax revenue in GDP.Hazard-free disposal subsidy of dead animals will also be included as a public welfare project with special operating funds.In addition,these countries have laws related to financial support,which has increased feasibility to a certain extent and improved the implementation effect.At the same time,it also clarifies the related stakeholders’ governance responsibilities,and is equipped with multiple policy measures to achieve the specificity and operability of the policies.Based on this,this paper puts forward the following policy recommendations:increase the financial input of hazard-free disposal of dead pigs,formulate scientific subsidy standards,determine the proportion of subsidy funds,simplify the procedures for granting subsidies,and strengthen the hazard-free disposal sites,technologies,and personnel Efforts were made to support such aspects as improving the pig-breeding insurance system,intensifying the implementation of inspections,and exploring a balanced model of the hazard-free disposal of dead pigs in various aspects such as the government,insurance companies,and farmers,and clarifying the orientation of government functions and strengthening support.Oversight efforts,improve legal propaganda,conscientiously perform duties,and form a perfect supervision system. |
