The food items are necessary to human survival. Food security is an eternal topic. In order to ensure national food security, beginning in2002, our country conducted food direct subsidies pilot work in Anhui Tianchang and Laian together with Jilin Dongfeng and achieved certain results. Since2004, nine straight central no.1files are clearly put forward to increase the intensity of food subsidies, expand the scale of food subsidies, improve the level of minimum grain purchase case, protect the interests of grain farmers and promote the farmers’ income. For nine years, the central government has introduced a subsidy policies, including direct subsidies, seed subsidies, agricultural material subsidies, farm machinery purchase subsidy and minimum grain purchase price, initially formed a comprehensive income subsidies, production of special subsidies and minimum grain purchase prices of food subsidies policy system. However, whether the current subsidy policy has reached a corresponding effect? What’s the food subsidies affect the behavior of farmers in food production? What’s the effect of food subsidy policies to promote food production and farmers’income? Whether the food subsidies policy raises the enthusiasm of the farmers? Whether the farmers are enough understanding and satisfacting for the food subsidies policy? We need to further research to explore these issues.In the perspective of farmers, based on the theory of supportting foundation and weak industry, urban and rural theory, public economics theory and the theory of agricultural food subsidies versatility relevant theory, first of all, the paper start from a basic overview of Tianchang food subsidies, to understand the status of implementation of food subsidies and farmers’ awareness and satisfaction on subsidy policy situation. Secondly, based on the survey data in Anhui province TianChang, using extended C-D production function and multiple linear regression model to study subsidy policy influence on grain production and farmers’ income, comprehensive evaluation of the effect of food subsidy policy to implementation. Then, based on the survey data, empirically analyze the effect of food subsidy policy to farmers payrolls time, production inputs and the planting decisions. Finally, Summarizing the research conclusion and putting forward recommendations to further improve China’s grain subsidies policy.The result reveals that, in terms of the implementation effect of food subsidies policy, the amount of food grain production subsidies has a positive effect to farmers. However, due to the agriculture return rate is lower than non-farm return rate, the amount of subsidy has a negative impact on farmers’ income. On the impact of food subsidies policies for farmers’ produce behavior, increasing the food subsidies is helpful for farmers to reduce the amount of off-farm employment time and increase agricultural labor time. Also it is not conducive to farmers to expand acreage and has no significant effect on farmers’ production inputs; The higher farmers’ satisfaction on food subsidies, the greater.the likelihood that farmers reduce payrolls time and increase agricultural labor time. Farmers satisfaction on food subsidies has a significant positive effect on production inputs. Farmer’s perception of food subsidies for farmers production investment has significant positive effect. Evaluation of farmers on food subsidies satisfaction has a positive effect on its expanding acreage. Farmer satisfaction with the standards and methods of food subsidies which affects the decisions of farmers planting structure is not significant. On farmer’s perception of food subsidies policy and satisfaction, farmers do not have a high level of understanding of food subsidies policy and the way they learn is single. Farmers lack of understanding of the specific standards subsidies and there are differences in perception of food subsidies goals. Farmers satisfaction on the standards and the way of food subsidies is low. Farmers satisfaction on how much food subsidy programs and the time of issuance is relatively high.The innovation of this paper is that it is from the perspective of farmers and using the research data of pilot areas for food subsidy policy. It also uses the food subsidies as a policy variable which is introduced into the measurement model, and analyzes the impact of food grain production subsidies to farmers, household income, household production behavior in order to determine the effect of policy implementation, and enhance the effectiveness of the evaluation of scientific.
