Since 2010,Shanghai Pudong New Area has begun to implement the subsidy policy for farmers' income increase.This policy is a local characteristic agricultural subsidy policy with a first-in-first-trial nature,with the main goal of increasing farmers' income.In order to assess the effectiveness of the policy,provide policy recommendations for the adjustment and improvement of agricultural subsidy policies,and provide lessons for other provinces and cities to promote farmers' income and improve agricultural subsidy policies,this paper studies the implementation effect of the farmers' income increase subsidy policy in Pudong New Area.The research on the increase of farmers' subsidies also has important theoretical and practical significance.First of all,in the analysis of the implementation effect of the previous agricultural subsidy policy,most of the research scope is located in the national and provincial regions,and the districts and counties are rarely used as research scope.Therefore,the research on the subsidy policy for farmers in Pudong New Area can further enrich and improve China.Research results in the field of agricultural subsidy policy.Secondly,the objective and fair implementation evaluation can effectively grasp the implementation effect of the current policy.The effect of the policy is related to the completion of the policy objectives.The evaluation effect is the realistic basis for the adjustment and improvement of the agricultural subsidy policy.Finally,it is an urgent question to adjust and improve the farmers' income-increasing subsidy policy and cooperate with the main line of agricultural supply-side structural reform to accelerate the cultivation of new mobilization of farmers.This paper uses a combination of qualitative analysis and quantitative analysis.In terms of qualitative analysis,this paper sorts out the implementation process of the farmers' income increase subsidy policy in Pudong New Area,including the introduction,improvement and focus of policies.Then,the effects of farmers' income-increasing subsidy policies are evaluated from three aspects,including:(1)Evaluation of policy effects based on the goal of “two highs and one fast”.During 2011-2016,the growth of farmers' income in the new district is higher than the income growth of urban and rural residents in the city.The growth of farmers' income in Pudong is higher than the increase of GDP in the new district,the growth of farmers' income in Pudong is faster than the increase in income of urban residents;(2)the evaluation of policy effects based on time series,in 2011,after the implementation of the subsidy policy for farmers' income increase,farmers The income increase has not only been stable and higher than the income growth of urban residents.The urban-rural income gap has also dropped from the peak of 2.33:1 in 2011 to 2.00:1 in 2016,indicating that the degree of farmers sharing economic development results is increasing;(3)space-based Since the implementation of the policy,the income growth of farmers in the new districts has been steadily increasing,that is,the gap between the highest growth rate and the lowest growth rate has been narrowing,indicating that the income gap between farmers in the new districts is increasing.In terms of quantitative analysis,the DEA-Malmquist model was used to measure the overall technical efficiency and total factor productivity of the farmers' incomeincreasing subsidy policy from 2011 to 2016.The results show that:(1)The overall effect of the farmers' income increase subsidy policy is significant.The overall technical efficiency value during the policy implementation period is all 1,and all the years have reached the DEA effective status,indicating that the policy has a significant effect in increasing farmers' income and agricultural development;(2)The peasant's incomeincreasing subsidy policy has a law of diminishing marginal utility.The Malmquist index is calculated for the peasant's income-increasing subsidy policy during the implementation of the policy.The results show that the total factor productivity of Pudong New Area experienced “L”-shaped growth trend with a slight decline after a significant decline.(3)There are regional differences in the overall technical efficiency and total factor productivity of the towns in Pudong New Area.The situation in the northern towns is due to the southern town.Finally,the panel data of 14 towns in the new district are estimated by fixed-effect models,and the current special funds for agricultural subsidies in the new district are compared.The results show that:(1)There is a significant positive correlation between the per capita income increase of farmers in Pudong New Area and the per capita disposable income of farmers,and the quantity has passed the significant test under the 5% level in the model.(2)Peasants' income increase subsidies Among the various special subsidies for funds in Pudong New Area,the total amount of subsidies ranks second,with the characteristics of large subsidies,wide beneficiaries,and rapid policy effects.Provides strong support.The results show that the overall technical efficiency and total factor productivity of the farmers' income increase subsidy policy in Pudong New Area of Shanghai are higher,and the policy has a positive effect on the per capita disposable income of farmers.Overall,the policy has effectively achieved the target.At the same time,however,during the implementation of the policy,real problems such as strong path dependence of policies,lack of differentiation of subsidies,and diminishing marginal utility of policies have also been exposed.Based on the research conclusions and existing problems,the following suggestions are proposed: First,maintain the continuity and stability of the policy.Second,improve and innovate existing policies to revitalize farmers' income-increasing subsidies.Third,Pareto improvement of existing policies will increase the subsidy to the southern town without jeopardizing the interests of all current farmers.
