The Effect Of Agricultural Subsidy Policy On The Farmers Behavior Of Cultivated-land Protection

Our country has implemented the food subsidies, seed subsidies, farm machinerypurchase subsidy, comprehensive agricultural subsidies and other lots of agriculturalsubsidy policy since2004, and the trend was increasing year by year, the implementationof the policy to plays an important role in stabilizing the market of agricultural products,increasing the income of farmers, promoting sustainable agriculture and food security etc.Farmers as direct users to the cultivated land, play an important role in the protection ofarable land, especially in the protection of cultivated land quality.Through the agriculturalsubsidy policy to mobilize the enthusiasm of farmers cultivated-land protection behavior,encourage farmers cultivated-land protection behavior, is essential to ensure the strategicgoal of China’s arable land protection. Then how do the implementation of agriculturalsubsidies policies affect the behavior of farmers to protect cultivated land and how is theinfluence degree? What expectations and demands on agricultural subsidies the farmers did,especially in the current grim world of cultivated land protection, food security crisis, thecurrent agricultural subsidy policy as the research object, objective evaluation of effect ofagricultural subsidy policy on the behavior of farmers to protect cultivated land, and putforward countermeasures and suggestions to perfect agricultural subsidies, have veryimportant research value and realistic significance.In this paper, theoretical analysis of logic design of the agricultural subsidy policybased on the perspective of farmers and domestic and foreign research on agriculturalsubsidies, the emphasis on the mechanism of the effect of agricultural subsidy policy onthe cultivated land protection behavior of farmers, highlighted the influence amongdifferent agricultural subsidy policies for specialized farmers and part-time farmerscultivated land protection behavior, and constructs the model of agricultural subsidy policyeffects on the behavior of farmers cultivated-land protection based on the8County ofJiangxi province (city)390survey data as the foundation, a quantitative analysis of effectof using logarithmic and linear regression method on agricultural subsidy policy on thefarmers land protection act, the main conclusions are as follows:1, the influence thatagricultural subsidies on Farmers’ different cultivated-land protection behavior is different,specifically: the agricultural subsidy policy have a protection on reducing farmer labordays and farmland infrastructure maintenance and lowing toxicity pesticide days, thedegree of agricultural mechanization, agricultural advanced technology application, whilelittle effect on application of farmer winter whether planting green manure and farmyardmanure;2, through to the different agricultural subsidy policy on different type of farmerscultivated-land protection behavior verification effects Analysis results show that, there aredifferences, the influence degree of different farmers subsidies on professional farmers and part-time farmers cultivated land protection act.Based on the conclusions above, and according to the farmers’ expectations andrequirements of agricultural subsidy policy, this paper presents six suggestions thatimproving the mode and standard of agricultural subsidies, promoting the land transfer anddevelopment scale, increasing the large grain subsidies, strengthening farmlandinfrastructure investment, improving the anti-risk ability of agriculture, increasingsubsidies of the biological fertilizer and low toxicity pesticide, supporting extension of theadvanced agricultural technology.
