Research On The Smart Specialization Policy Of UK From The Perspective Of Policy Tools

The theory of smart specialization requires the region to choose the areas which has competitive edget,and promote innovation and development of the areas,and it also encourage collaborative innovation and enterprise innovation.As a policy framework based on the theory of smart specialization,smart specialization policy is based on innovation policy as well as other policies such as science and technology policy,industrial policy and educational policy.China is facing the dilemma of transformation of economic structure,and the United Kingdom as one of the best European countries,it has a strong ability of innovation and a high level of scientific research,it also has a relatively balanced policy framework of smart specialization.Taking the UK policy of smart specialization as research object,which is of great significance to construction and improvement of innovation policy system of China.The research object of this paper were selected from UK.GOV,finally collected 88 pieces of policy from 2010 to the middle of 2017.First,analyzing the content of policy release time,policy content and policy subject,and the subject of policy is divided into separate policy makers and joint policymakers.The 88 policy texts are carefully read and finally select 240 policy tools.The encoding of policy tools,using Rothwell and Zegveld on the policy tool for classification,combined with the characteristics of smart specialized policy,the establishment of policy tools X dimensions,the industry value chain dimensions as the Y dimension,and construct a two-dimensional analysis framework,It will show the key policy tool type and visualize the importance of UK smart specialization by statistical frequency,and the result will help us to analyse the characteristic of the policy.in general,the paper will analyse UK smart specialization in policy content,policy subject and policy tool,and it will present its use for reference in our country.
