Research On The Smart Specialization Evaluation Of New Generation Of Information Technology In China

Smart specialization is a policy framework for regional competition,which is used to guide regions to prioritize the development of industries with potential advantages.By implementing smart specialization strategy,it can develop technology with potential competitive advantage and promote enterprise development.As a key core technology,new generation of information technology is not only a means of implementation of smart specialization,but also a key development area identified by many European countries and regions.New generation of information technology is one of China’s seven Strategic Emerging Industries,representing the direction of future scientific and technological development,and playing an overall driving and major leading role in economic and social development.In this study,the idea of smart specialization is introduced into the development evaluation of new generation of information technology enterprises,and comprehensive static and dynamic evaluation is carried out based on the thematic evaluation,which can enrich the theory and practice of smart specialization and expand the development thinking of new generation of information technology in China.Combining with relevant evaluation research in smart specialization,a new generation of information technology thematic evaluation framework is formed.It can be divided into basic condition evaluation,advanced evaluation,industrialization evaluation and market prospect evaluation.The development data of 50 sample enterprises from 2015 to 2019 were screened,and factor analysis was conducted on the four thematic evaluation frameworks with the help of SPSS to construct the thematic evaluation index system.On the basis of thematic evaluation,the new generation of comprehensive evaluation model of information technology smart specialization is constructed.On the one hand,factor analysis method is used to carry out static comprehensive evaluation;On the other hand,dynamic analysis is carried out by using system dynamics.Combined with the data of sample enterprises,this paper scores and sorts the development of four thematic evaluation,and puts forward four targeted countermeasures and suggestions:(1)give play to the leading role of state-owned holding enterprises and reasonably allocate basic conditions.(2)We will expand investment in research and development,comprehensively improve the progressiveness level of China’s new generation of information technology,and choose appropriate development strategies to cope with the international competitive situation.(3)The government and enterprises should comprehensively expand the scale,economic benefits and improve the management level of new generation of information technology enterprises from two aspects: policy support and adapting to market demand.(4)Strive to expand sales and increase relevant income and profits based on main business income.It is found that in the smart specialization of new generation of information technology,the basic condition is the foundation of development,progressiveness is the core of advantage,industrialization is the road of cluster,and the market prospect is the guarantee for development.In the dynamic feedback mechanism,the four sub modules of basic conditions,progressiveness,industrialization and market prospect depend on and restrict each other.Taking BOE,Hikvision,Fiberhome,Changdian and Silan as empirical cases,this paper makes a comparative evaluation of smart specialization dynamic simulation.The research shows that the smart specialization development of the new generation of information technology is a complex system,which requires the coordinated operation of four subsystems: basic conditions,progressiveness,industrialization and market prospect,of which progressiveness contributes the most.The remarkable characteristics of the development of the new generation of information technology are volatility,innovation and gradualness,showing an obvious unbalanced S development trend.Through the above analysis results,combined with the development status of China’s new generation information technology,we should pay more attention to the research and development of key core technologies in future industrial planning,improve the progressiveness level,and promote the development of basic conditions,industrialization and market prospects.
