Manufacturing is the foundation of a nation and the basis of a strong nation,and is an important manifestation of national creativity,competitiveness and comprehensive national power.Faced with a new round of technological and industrial changes,developed countries have launched strategies for manufacturing revitalization and continued to use new technologies and knowledge to layout manufacturing development.How to seize the opportunities of innovation-driven growth drivers and achieve high-quality manufacturing development is a realistic challenge before China.To explain and narrow the productivity gap with North America,the EU has put forward the theory of smart specialization at the intersection of innovation policy and regional development.The core element of smart specialization is to activate structural changes in the economy through the transformation of industrial specialization in the region and identify unique regional industrial development paths,providing a new way of thinking for regional innovation development.It is under this idea that the study of the innovation-driven development of China’s regional manufacturing industry based on the perspective of smart specialization is of great practical significance in enhancing the competitiveness of regional industries and creating a new pattern of regional innovation development with its own characteristics.In order to systematically understand the development potential of China’s regional manufacturing smart specialization,and identify the level of development,competitive advantages and priority development areas of manufacturing smart specialization in different regions.By defining the level of smart,specialization and coupling level of smart and specialization in regional manufacturing industries,an evaluation index system of smart,specialization and coupling level of both in China’s manufacturing industries is constructed from various levels,such as innovation strength,knowledge accumulation,benefit level,industrial concentration,industrial relatedness and degree of specialization,etc.The entropy-weighted TOPSIS and ESDA spatial analysis methods are used to evaluate and compare the development levels of unit manufacturing industries in 30 provinces and cities in China,and to explore their spatial distribution characteristics in different regions.The results show that the level of smart,specialization and coupling of the two in China’s manufacturing industry show yearly growth,fluctuating decline and fluctuating increase respectively,and there are significant regional differences in all three.The overall smart level,specialization level and coupling level of China’s manufacturing industry all show positive spatial correlation,but the spatial clustering trend is weak,the differentiated clustering effect is not obvious,and the ability of radiation to drive the development of neighboring regions is not strong.In terms of the coupling level of manufacturing industries in China,most Chinese provinces and cities are at the low coupling stage;in terms of coordination,Guangdong Province is at the intermediate level of coordination,Shandong,Jiangsu and Zhejiang are at the primary level of coordination,and the rest of the provinces and cities are at different levels of dissonance.Based on complex system theory,the regional manufacturing smart specialization development system is decomposed into regional manufacturing smart system,regional manufacturing specialization system and regional manufacturing smart and specialization coupled system,and the development level and spatial distribution of the three systems are analyzed respectively.And the system dynamics model is used to evaluate and simulate the structure and dynamic mechanism of the integrated system of smart specialization in China’s regional manufacturing industry to better explain how the regional manufacturing industry can specialize in a "smarter" way.The results show that the subsystems in the integrated system of manufacturing smart specialization are interactive,holistic and dynamic.The overall level of manufacturing smart specialization in China shows a fluctuating downward trend,and there are obvious regional differences in the level and speed of development among regions.According to the simulation curve,the development process of manufacturing smart specialization level is similar to the shape of a"logarithmic index" curve.The level of industrial smart,specialization and coupling has a positive impact on the level of industrial smart specialization,but has a "critical scale"effect.
