The development of Smart Industry plays an important role in urban economicdevelopment and optimization and upgrading of industrial structure. And it canenhance urban sustainability and competitiveness. However, Smart Industry may failto develop very well only through market mechanism due to the presence of marketfailure such as public goods, information externalities and economics of scale. Inaddition, the development of Smart Industry still cannot be driven by enterprises andit is mainly promoted by policies. Hence, related policies are need to guide, secureand promote the development of Smart Industry. Certainly, policy analysis based onpolicy texts has its guidance and practical significance.Policy system consists of three main elements which are policy subject, policyobject or policy context and policy instrument. In order to promote the developmentof Smart Industry better in Guangzhou, based on79policy texts, the paper conducts acomprehensive analysis from the perspective of policy subject, policy context andpolicy instrument. The research methods include social network analysis, correlationanalysis and policy multidimensional quantitative analysis.The results show that the role of main policy subjects is obvious and the networkwhich all subjects participate in is becoming larger and larger, but the subjects whichmake policies are relatively simple and the number they issued together is small, somore cooperation is need between policy subjects. In addition, the policy contexts aremainly concentrated in the tertiary industry so that industry structure needs tooptimize and the systematic and supportive capacity between different policy levelsshould be improved. Finally, the multidimensional analysis from policy instruments,industry fields and activity types show that policy instruments mainly focus oncapital investment, public service, tax deduction, financial support and government procurement and the number of policy focused on research anddevelopment is small, which means that a systematic policy instruments is yet notformed and policy support system should be further improved.
