| The global economic pattern is facing new changes as a new round of high-tech and industrial evolution is going on the stage.Innovation has become an important driving force for countries and regions to enhance their competitiveness.Regional economic development is an important part of super-economy or country economy,when economic growth relies more on innovation,regional differentiation will be observed inevitably in the process of economic transformation.In this context,regional phenomena and regional situation should be fully considered as regard to regional innovation-driven growth.In order to promote the overall construction of regional innovation capability and regional competitiveness,regional innovation-driven growth should focus on regional characteristics,analysis regional resources,utilize regional basis,build knowledge network and promote regional economic development.The traditional development driving force is fading gradually,and innovation-driven has become a new engine for regional economic development.The path of innovative-drive development requires new economic theories to explain,to construct,and to guide the economic growth patterns transformation and development patterns in each region.Smart specialization is a new economic theory which can better explain the internal driving force of regional innovation-driven development.Smart specialization effectively supports the research on the correlation between regional resource agglomeration and regional innovation-driven development.This paper discusses the power that dives regional innovation-driven development from the three aspects,which is resources embededness and connectedness;resource technical and economic attributes and resources supporting degree and then explains the influence of regional innovation-driven development resource agglomeration on regional innovation-driven development performance.Actually,resources embededness itself does not have the engine power,it is the utilization of the resources that foster regional economic growth.The extraversion of resources mainly depends on the interaction of resources,which further depends on the regional distribution of resources and unique historical conditions.The technical and economic attributes of resource provide the basis for the sustainability of regional innovation-driven development.And the regional supportive degree fulfil the resources agglomeration power from regional culture,regional administrative trust and regional talents scuture.The main task of implementing the Innovation-driven growth is to better arrange the regional innovation layout and to create regional economic growth poles.Smart Specialization,emphasize the potential domains of market,highlight the regional industrial advantages,establish innovation value chain,encourage the differentiated development through inclusive development of the overall economy.By introducing a triangular network structure of regional innovation advantage identification on smart specialization,which includes market identification,the industries infrastructure identification,and the value chain identification,the purpose of regional innovation strategy can be aimed on the distribution of innovation elements and rational industrial specialization.Based on the triangular network structure of regional innovation advantage identification on smart specialization,a comprehensive identification model was proposed.This model tries to group the regional innovation structure into three categories through internal and external identification which is “close integration collaboration”,“driving support” and “loose passivity collaboration”.The existing regional innovation-driven growth strategy lack of a detailed context,systematic structure and well-arranged organization objective system,which would lead to a result of unsatisfied strategy implementation performance.Based on smart specialization perspective,this paper tries to propose an objective matrix of regional innovation-driven growth from three aspects.The structural objective emphasize the importance of keeping the contribution of knowledge economy,developing the quadruple/quintuple innovation helixes and incubating innovation system.The functional objective underlines the basic function objective,the economic objective,the culture objective and the institution objective.And the phase objective suggest an appropriate period for short term,mid-term and long term objective respectively to better explain how to set and choose regional innovation-driven growth objectives.Innovation-driven growth has great impact on the economy transformation while causing even more complex and uncertainty issues.This is more obvious in regional level.National innovation system is lack of explanation ability when facing regional innovation needs,the regional innovation-driven growth calls for new perspective to guide its development path selection.Smart specialization can be a well-placed perspective to provide a rational logic to solve the needs mentioned above.With place-based principle,differentiation principle,inclusive principle and open-up principle,the development path can be divided into three categories,which is the one dominate industry path,multiple industry clusters path and industrial networking path.Based on smart specialization and path dependence theory,this paper proposed a whole development life cycle of regional innovation-driven growth.This research shows that one dominate industry path is suitable for lagging regions,the multiple industry clusters path can match catching-up regions and industrial networking path can meet the need of leading regions.From path change to path match and to the final step path keeping or copying,some important issues has been outlined and some suggestions has been proposed to better guide regional innovation-driven growth effectively.Innovation is more than a concept issue,to some extent,it is a call for a coercive force mechanism and policy to provide support.In a nutshell,smart specialization has offered a new policy making logic for regional innovation-driven growth from three aspects,thus innovation policy matrix,investment supporting system and operating monitoring management.The smart specialization innovation policy matrix should include promoting innovation communities development,transformative innovation project,data-driven development and cross border cooperation.The smart specialization investment supporting system aims to solve the “valley of death” and “atomization”phenomenon in innovation investment process by proposing a five step strategy to guide the regional innovation investment implementation.A clear smart specialization operation monitoring management emphasis the importance of dividing the scope of rights and responsibilities of innovation subjects,building mission-oriented evaluation system and constructing a loop iteration monitoring system. |
