The quality of economic growth is an important part of economic growth.The quality of economic growth can be evaluated by a single index or an index system composed of various indicators.There are many different theories on the quality of economic growth,and there are many different academic views on the evaluation methods and indicators of the quality of economic growth.In March 2018,Premier Li Keqiang pointed out in the government work report that “we will strongly promote high-quality development”.In October 2017,it was proposed at the 19 th National Congress of the Communist Party of China(CPC)that China's economy has changed from a stage of rapid growth to a stage of high-quality development.In May 2016,Yangtze River Delta Urban Agglomeration Development Plan,adopted by the executive meeting of the State Council,pointed out: "The Yangtze River Delta Urban Agglomeration is one of the areas which are the most dynamic,the most open,the most innovative and attract the most foreign population in our country.It is an important intersection of The Belt and Road and Yangtze river economic belt,which plays an important strategic role in the overall situation of national modernization and all-round opening up."Since 1995,China has developed rapidly,joined the WTO,set up free trade zones,promoted the construction of The Belt and Road,and been constantly improving economic strength.The period covered by the 12 th Five-Year Plan came to a close in 2015.Important achievements have been made in China's economic growth.In this paper,the evaluation index system is constructed to compare the quality of economic growth in the Yangtze River Delta Urban Agglomeration from 1995 to 2015.And from a macro aspect,the quality of economic growth in the Yangtze River Delta Urban Agglomeration is evaluated by using the deviation rate of value-added rate proposed by Jin Fan et al.(2017).Furthermore,the effects of different influencing factors on the quality of economic growth are analyzed from the institutional and operational aspects.The institutional factors include the population growth rate,the saving rate and the depreciation rate.The operational factors include the industrial structure,the international division of labor,the innovation ability and the government behavior.According to the measurement and evaluation of the quality of economic growth in the Yangtze River Delta Region,on the one hand,the strength of economic growth divides stages of economic growth.Effectiveness provides power for economic growth.Coordination lays a foundation for economic growth.Stability provides security for economic growth.Sustainability creates conditions for economic growth.Inclusiveness makes the results of economic growth shared.On the other hand,the fluctuation range of the quality of economic growth in Shanghai,Jiangsu,Zhejiang and Anhui is large.The quality of economic growth in Shanghai is better than that in Jiangsu,Zhejiang and Anhui.The quality of economic growth in Anhui has been worse than that of Shanghai,Jiangsu and Zhejiang.In recent years,the quality of economic growth in Shanghai,Jiangsu and Anhui has been improving,while the quality of economic growth in Zhejiang has been worse.According to the analysis of influencing factors,from the institutional aspect,the quality of economic growth in the Yangtze River Delta Region is positively correlated with the growth rate of the permanent population,negatively correlated with the total saving rate,and positively correlated with the depreciation rate of capital.From the operational aspect,the quality of economic growth in the Yangtze River Delta Region is positively correlated with the proportion of secondary industry and tertiary industry,positively correlated with the proportion of exports to GDP,positively correlated with the proportion of research and development expenditure,and negatively correlated with the proportion of public economy and consumption expenditure of government.Finally,some suggestions are put forward.According to the current administrative system of China,the power of the provincial and prefectural administrative regions is different,so the suggestions are put forward from the aspects of provinces and cities respectively.From the aspect of provinces,first,the growth rate of the permanent population need to be increased and the quality of the population need to be improved.Second,the saving rate should be reduced to stimulate consumption.Third,the depreciation rate of capital needs to be increased to promote technological upgrading and product innovation.Fourth,the industrial structure and international trade structure should be improved to promote the development of domestic industries.Fifth,the ratio of the research and development expenditure to GDP needs to be increased to promote scientific and technological innovation.Sixth,non-public enterprises should be encouraged to develop healthily and rapidly,while the quality of the public and non-public sectors of the economy should be improved.Seventh,government consumption demand needs to be properly developed and the structure of government consumption expenditure needs to be optimized.From the aspect of cities,first,the comprehensive strength of economic growth needs to be improved.Second,the capacity for independent innovation should be enhanced.Third,the economic structure needs to be improved.Fourth,steady economic growth should be maintained.Fifth,the resources need to be used reasonably and the ecological environment needs to be protected.Sixth,social fairness and equity should be promoted.
