Since the reform and opening to the outside world,Yangtze river delta as the core economic circle in our country,is well-deserved leaders in China's economic development under the background of the national economic growth.After 2011,however,as the national economic growth gradually into the slow transformation of the new normal,Yangtze river delta economic growth also encounter bottlenecks,extensive mode of economic development is gradually revealed.The source of economic growth is that labor,capital and technology progress,among them,the factor of human capital has gradually become a huge driving force of economic grow.First of all,based on the analysis of the current situation of human capital and economic growth in Yangtze river delta,three questions were concluded,they are an ageing population cause insufficient labor supply,employment and industrial structure imbalance,and the human capital regional distribution imbalance in Yangtze river delta.Further analysis,the causes of these problems are respectively the natural population growth rate is low,the Yangtze river delta high-skilled talent shortages and regional talent integration mechanism is imperfect.Then,based on the calculation of 1990-2014 older triangle regional human capital stock,build panel data model to empirical analysis the influence of the Yangtze river delta stock of human capital on economic growth,the following conclusions:First,the Yangtze river delta material capital input,labor input and human capital stock level can promote regional economic growth;human capital on economic growth influence coefficient lower than material capital investment and labor force,there exists the problem of insufficient investment of human capital in the region.Second,from the perspective of Yangtze river delta internal differences in three provinces and cities,Shanghai,Zhejiang,Jiangsu province,the average contribution rate of human capital stock gradually decreased,and Jiangsu province and Zhejiang province should increase investment in human capital compared with Shanghai.Further,this paper divided the 25 years into five periods from 1990 to 2014,Contrasts the human capital contribution efficiency level change on economic growth and regional differences before and after the new normal.The idea that the economy under the background of the new normal,compared with other years from 2011 to 2014,the contribution rate of human capital on economic growth were significantly increased,and the improvement of human capital became to a new engine to promote economic growth in the three provinces and cities.Finally,aiming at the problems existing in the human capital on economic development in the Yangtze river delta by the empirical research conclusion,this paper puts forward three human capital policy suggestions to promote the Yangtze river delta economic growth:Introduce external human resource and develop old human resources,alleviate the lack of labor supply which caused by the ageing population;Intensify efforts to introduce and cultivate high-skilled talents,adjust and optimize the structure of employment-industry configuration problem;Accelerate the talent integration process in Yangtze river delta,to promote the reasonable distribution of talent in the region.
