In the past few decades,massive energy consumption has provided upward momentum for China's economic growth.However,the energy consumption is growing rapidly and the environment degradation is increasingly severe.To build a secure,stable and green modern energy consumption system as well as to limit open-wide type of energy production and consumption has become a pressing issue.The measuring method of regional energy efficiency has changed from single index of energy consumption intensity during the 11th Five-Year Plan period into control of both total energy consumption and energy intensity.The"double control" target also becomes one of the restrictive assessment goals during the 13th Five-Year Plan of local government.As a city proposing the target of "ecological livable city",Yangzhou is not superior in resources endowment while the energy consumption is highly-depended on external channels.After the implement of energy conservation assessment,the energy consumption of ten thousand Yuan GDP is only 0.362 tons of standard coal,second only to Nantong in Jiangsu Province.At a restrictively low level of energy consumption,there are lots of difficulties to fully reach the "double control" goal of energy consumption under the 13th Five-Year Plan.The "total constraint" is the quantity requirement for energy consumption,and the "strength constraint" refers to the quality requirement for energy consumption.The implementation of "double control" is actually a reform of the energy allocation mechanism.The purpose is to fundamentally promote economic and social development and energy carrying capacity to match and coordinate.With the gradual emphasis on the coordination of energy-saving policies by local governments,establishing an effective policy coordination mechanism is considered to be a means to improve the effective operation of the policy systemIt is particularly urgent to deepen and promote the effective implementation of the "double-control" policy in energy consumption,and to effectively promote the "dual control" of total energy consumption and intensity in Yangzhou.This paper uses the theories of public governance and policy synergy,adopts literature research methods,investigation and research methods,comparative research methods,etc.to firstly analyze the current status of the implementation of the "dual-control" policy for energy consumption in Yangzhou City and the contradictions faced combining with its "double control"goals of energy consumption in Yangzhou City's "13th Five-Year Plan" in 2016.Further,it clarifies the resistance to the "double-control" policy of energy consumption in Yangzhou city,and finally puts forward some countermeasures and suggestions for improving the synergy effect of the "dual-control" policy for energy consumption in Yangzhou.The full text is divided into six parts:the first part is the introduction;the second part is the definition of related concepts and the basic theory;the third part is the status quo of the implementation of the"double control" policy of energy consumption in Yangzhou and the contradictions it faced;the fourth part is the analysis of the resistance of the"dual-control" policy of energy consumption in Yangzhou;The fifth part summarizes the experience of "dual control" at home and abroad;the last part puts forward the specific countermeasures to enhance the synergy effect of "dual control" policy of energy consumption in Yangzhou,it includes changing ideas to reduce resistance,establishing an administrative management system,optimizing the combination of policy tools,and improving policy supporting mechanisms;promoting positive interactions among the entities and guaranteeing departmental cooperation mechanisms.
