With the development of social economy,climate problems are becoming more apparent.At present,countries are controlling the emission problem in the form of a global agreement.Industrial energy conservation aims to reduce carbon emissions and energy consumption intensity through various measures,which is an important guarantee for achieving my country’s carbon peaking and carbon neutrality goals.Changzhou J District is located in the core area of the Yangtze River Delta.At present,it is in the critical stage of the integrated development with Changzhou,the subordinate city,with the rapid adjustment of the industrial structure,and the important stage in attracting investment to high-quality enterprises.It is also a critical period for the development of industrial energy conservation work,which requires the joint participation of the government,enterprises and the society,and it can only be accomplished through concerted cooperation.Therefore,it has strong practical significance to study how to better carry out industrial energy saving work in J District.From the perspective of public management,according to the new public management theory,the environmental Kuznets curve(EKC)theory,and the carbon emission decoupling theory,the author uses the literature review method and survey analysis method to carry out targeted research work.This paper firstly introduces the industrial situation of the district in recent years and the implementation status of industrial energy conservation in detail,and summarizes its current implementation effects,which mainly include: improvement of energy utilization rate during the "13th Five-Year Plan" period;optimization of energy consumption structure;reduction of energy consumption in high-energy-consuming industries.Secondly,the implementation of the current energy-saving policies and the degree of recognition of the enterprises were obtained through a questionnaire survey.The problems existing in the current implementation of industrial energy conservation are analyzed,mainly including:weak awareness of energy conservation;insufficient pertinence and coverage of energy conservation supervision;backward energy conservation technology and equipment;insufficient refinement of energy conservation management.Then summed up the main reasons for the problems,mainly including: continuous changes in regional industrial structure;lack of energy-saving personnel and insufficient publicity;higher energy-saving incentive threshold;without scientific energy-saving index system,etc.In order to explore the potential power of the J area in the field of industrial energy conservation,the author compares it with some areas at home and abroad that have performed better in energy conservation work,in order to find out the differences and the reasons,and then carry out the plan design and feasibility analysis of the industrial energy conservation in the J area,mainly including: the construction of local policies and standard systems;increase publicity and call for the participation of the whole society;the government guides the continuous adjustment of the industrial structure;the government promotes the continuous optimization of the energy structure,etc.At the end of this paper,some supporting measure are put forward for the implementation of future industrial energy conservation in J District,including four aspects: increasing financial and tax support,strengthening government supervision and management,improving the third-party energy-saving service capabilities,and popularizing advanced energy-saving technologies.In terms of taxation,it includes increasing financial investment and increasing taxation support;In terms of government supervision and management,it includes strengthening energy conservation monitoring and evaluation,eliminating outdated production capacity to enhance the competitiveness of enterprises,and strengthening the construction of various energy conservation demonstration parks;The third-party energy-saving service capabilities include encouraging the establishment of the third-party energy-saving service agencies,cultivating and introducing professional talents,and improving and standardizing the carbon trading market;advanced energy-saving technologies include guiding enterprises to carry out equipment renewal and process optimization,life-cycle energy-saving management,incorporating more intelligent elements.
