An Analysis Of Local Government 's Industrial Energy Conservation Policy

Energy is an indispensable resource in human society. The demand of energy grows with science and technology. Because human life heavily depends on energy and most energy in use are nonrenewable, the competition and cooperation between nations are more or less have something to do with energy. Energy saving is not only an environmental requirement, but also about improving national competition and industry quality. This paper selects the Zhuhai Gaolan Port Economic Zone as the research object, and trys to find out how the local government to formulate and implement energy conservation policy based on local conditions in the background of the national policy. Through analysis on energy conservation policy background, implementation process and problems encountered, this paper tries to identify the problems existing in local government work on energy conservation. Through survey sampled from local enterprises, this paper studies enterprises feedback on energy conservation policies, and with long-term research material, public service theory, it studies the corelation between local government and enterprises. Taking Gaolan Economic Zone as study object, this paper tries to find out the relation between energy conservation policy and its effect, explore how local government develop industry under the goal of energy conservation.According to analysis, this paper believes that local governments should focus on regional key energy consuming enterprises regarding industrial energy efficiency, overcome negative influence of asymmetric information, moral hazard, government failure and market failure to formulate and implement industrial energy policy.
