Solving the contradiction between the unlimited demand for energies and the limitation of energies is the economic meaning of the energy conservation. Along with globalization continuing apace, energy sources as the economic backbone of countries are more important.As the economy in our country speeding up in the thirty years' reform and opening-up, the high cost of energies and environment problems become increasingly prominent while the continuously rising in the level of Industrialization.Japan, our Asian neighbor, has grown into the country with the highest energy efficiency. Our country, which has the highest energy consumption in the world, is very necessary to do detailed analyses on energy conservation policies of the Japanese Government.By using detailed diagrams and datum, this paper analyses the energy conservation policies of the Japanese Government in the first oil crisis and gives a detailed discussion on the effects of these policies, which has gone into depth over the past three decades, from the viewpoint of measure systems on social energy conservation policies. I believe that the most important characters of energy conservation policies in Japan are scientific policies with flexibility on review and amendment, cooperation's with the industrial world and the constant improvement on the level of energy conservation techniques. Combining with the environment character of the beginning of the socialist market economy in our country, I proposed three items for reaching the full potential of our country's energy conservation and promoting the further development of saving energy.
