The system of bank is an important part of financial industry which is the core of modern economy.And human resources management is an important part to establish modem enterprise system,and also,it is the premise and conditions of incentive and restrictive mechanism.China's financial market is moving towards fully open,and all kinds of foreign banks have entered in our country.Domestic commercial banks are facing huge threats and challenges in the introduction and competition of talents.How to keep the efficient development of human resources of domestic banks and improve human resource management are serious problems we need to research.State-owned joint-stock commercial banks need not only to absorb foreign advanced management theory and experience,but also study and summarize the experience of China's commercial banks in positions setting up,staffing,performance management,incentive compensation,training development and other aspects,which will provide help to establish an efficient,scientific and rational human resources management system.On the base of research on BOC present situation of human resource management and analysis on the effective mechanism of talent management framework that BOC Inner Mongolia Branch has formed,this paper proposed some of the ideas and measures to optimized human resources management system including establish a clear job management system,deepen customer-centric staffing mechanism,improve results-oriented performance management system to promote market-based compensation management system,strengthen personnel training for the future development mechanism.If we can clarify ideas from the above aspects,and master configuration,incentives,training,theory and methods,and try to create a favorable environment for the development of talent,we will do a good job in the human resources management as decision advisor.A successful human resources management system should be an approach which is open,innovative,practical convergence of tradition and integration.Human resources management of State-owned commercial banks is still in its strategic transformation stage.We should maximize the mobilization of staff positive,and satisfy Bank of human resources "quality" and "quantity" needs by reasonable configurations,positive developments,sound evaluation systems and effective incentive and restraint mechanisms.that will continuously improve the overall competitiveness and viability,and enhance the core competitiveness of the state-owned commercial banks.
