With the implementation of the strategy of invigorating the country through science and education and the development of cultural industrialization,academic journals play a more and more important role in knowledge exchange and dissemination.As the main carrier of recording scientific research results,academic journals not only provide users with high-quality papers,but also provide important information resources for various databases.The importance of academic journals determines that the evaluation of academic journals becomes more and more important.How to build a reasonable evaluation system of academic journals has become the focus of scholars.It has been found that there are many indicators to evaluate the influence of academic journals at present.From the perspective of research,they include the number of citations,the quality of citation,classic papers and so on.From the perspective of research methods,they include single indicator evaluation,multi-attribute comprehensive evaluation and combination evaluation.In terms of citation quality,most of the existing scholars conduct Journal Evaluation Research Based on PageRank algorithm or the improved PageRank algorithm.They believe that the higher the influence of the cited literature is,the higher the influence of the journal is,that is,the higher the value of the journal cited by the high-quality journal is recognized.In terms of the number of citations,most existing studies start with the concentration of the number of citations,and think that the higher the average cited frequency is,the higher the influence of academic journals is,and ignore other features of journals cited.On the basis of previous studies,this study measures the average influence of journals according to the equilibrium characteristics journals.Also,combined with the time characteristics of the cited distribution of journals,a new method for evaluating the influence of academic journals is proposed.The content of this study is divided into five chapters: the first chapter introduces the theoretical and practical significance of the academic journals evaluation,and systematically introduces the current research situation of the academic journals evaluation at home and abroad from the cited distribution balance and the cited time,then briefly introduces the research methods and tools used in this study,finally gives the research objectives and innovation points.Chapter 2 introduces the related concepts,theoretical,methods of evaluating academic journal influence and the specific calculation methods used in the research(such as entropy weight method,gray correlation analysis method).In Chapter 3,based on the cited distribution balance,we propose a new method to evaluate the influence of journals.We modify the average cited frequency of journals with the improved Theil index,and construct the mean influence index(MI).This paper evaluates journals from two aspects,the concentration and balance of the cited distribution,and takes 40 journals in Library and information that are included in web of science and Scopus as examples to calculate their MI index.By comparing with JIF,CiteScore,SNIP,SJR and h indexes,the rationality and scientificity of MI index are analyzed.Chapter 4 is based on Chapter 3 to further integrate the time characteristics of cited papers,and comprehensively evaluate journals from two aspects: the balance of cited distribution and the heterogeneity of cited time.First of all,the cited distribution balance index mentioned in Chapter 3 is used to measure the equilibrium of the cited distribution of academic journals;then,the weighted frequency of cited articles is calculated based on the heterogeneity of the cited time characteristics of academic journals;finally,the entropy weight method and the grey correlation analysis method are used to combine the time heterogeneity and the frequency balance of citation,and a comprehensive index,the relevance index(RI),is constructed to evaluate journals.Using the same academic journals data as in Chapter 3 for empirical analysis,it is found that:compared with JIF and h indexes,RI index can specifically consider the cited frequency of each paper,pay attention to the concentration of cited distribution of academic journals,take into account the balance of cited distribution,and identify academic journals with higher average influence;comprehensively consider the influence of different time characteristics on cited periodicals,with more reasonable weight redistribution and stronger timeliness.Chapter 5 is a summary of the comprehensive evaluation about journal influence based on the cited distribution balance and the cited time heterogeneity.By comparing the evaluation results of MI index and RI index,it is found that,compared with MI index,RI index can consider the heterogeneity of the cited time,has stronger timeliness,more reasonable weight distribution and more objective and comprehensive evaluation results.Finally,it points out the shortcomings of this study,and puts forward the direction of improvement for the future research.In theory,the evaluation index is not that the more factors are considered,the better the effect is,but to gradually explore its rationality.Therefore,on the basis of previous studies,this paper evaluates the average influence of academic journals according to the balanced distribution of cited journals,and further analyzes the time characteristics of cited journals based on this,and obtains a comprehensive evaluation index to measure the influence of academic journals,which provides a new way to evaluate the influence of academic journals.
