Open Access Journals (OAJ) are new published forms of journals, which authors have to pay and readers can through the Internet unlimited to access to obtain the full academic papers for free. This paper is based on the differences of OA journals and traditional journals, references to traditional periodicals quality evaluation methods, and discusses the evaluation of the academic influence of OA journals. At the same time, we correct biggest citation fixed year of O A journals, and draw the OA journals’ new impact factor, and thus understand the academic influence. Meanwhile, because the number of cited data acquisition is very difficult for the open access journals which are not included, so we give special evaluation indexes--ited half-life and the highly cited author rate for such journals’advances and influences. Of course, three indexes is not enough, so we need to further think independence and completeness of academic influences of OA journals, and give the process of calculating OA journals academic influence value with analytic hierarchy process and its realistic meaning.
