Analysis And Design Of Yunnan Telecom Government And Enterprise Project Management System Based On B/S Mode

China Telecom Company is one of the three basic operators in China.The main business scope includes basic telecommunications services,satellite transponder rental,sales services,fixed network local communications services,public telegrams and user telegrams services,26 GHz wireless access facilities services,domestic communications facilities services and so on.The business covers 31 provinces,autonomous regions and municipalities directly under the central government.Yunnan Branch of China Telecom Co.,Ltd.(hereinafter referred to as "Yunnan Telecom")is a wholly-owned subsidiary of China Telecom Co.,Ltd.in Yunnan Province.Its business involves 16 prefectures and 130 counties in Yunnan Province.It has 17 departments,one professional branch and one wholly-owned subsidiary.Among them,the government-enterprise customer department is the main Department of Yunnan Telecom for non-public business development,but also the main landing department to undertake strategic transformation of China Telecom Group to a "comprehensive intelligent information service operator",with the main content of the work as information project sales,construction,after-sales,etc..However,in the current process of project sales,project construction and project management,the management and horizontal-vertical communication in the Government-Enterprises Customer Department of Yunnan Telecom still stay in the stage of paper files,verbal communication and artificial statistics processing.There is no information-based means to support the business.Based on the practical experience of Yunnan Telecom's customer department in the process of business development,this dissertation analyzes and sorts out the relevant business processes,and puts forward the idea of business process optimization.At the same time,with the business process of Yunnan Telecom's government-enterprise customer department,this dissertation analyzes and designs Yunnan Telecom's government-enterprise project management system by object-oriented method,aiming at the important and difficult points of customer maintenance management,project pre-sale management,project team management,project construction progress management and project evaluation management.In this dissertation,the UML model of project management system is established,and the main functions of user management,role authority management,customer maintenance management,project team management,project schedule management and project evaluation management are introduced in detail.Through the analysis within this dissertation,the problems in the project management of customer department in Yunnan Telecom have been sorted out,and some references have been provided for improving the management means and optimizing the management mode.Furthermore,relevant ideas have been put forward for the follow-up information construction.
