Build Up Invest Project Management System For Telecom Operators On SOA

More and More telecommunication operators have realized that information technology can provide a more timely and intuitive management style to budget, investment projects, and then began to implement IT system for budget management and investment project management (IPM). The investment management and project management are often carried out as one whole system, which is described in this paper.The great efforts paid by telecommunication operators to implement the investment project management system (IPMS) made the business processes on IPM become more clear and lift the management level. Be different from the traditional way to build an IT system, with the influence of SOA and NGOSS, the new way concentrates on the overall IT planning, and take servicizing, standardization and automation, as the principle of implementation. Therefore, for a single system, how to meet these IT requirements during the process of implementation?This paper researchs the SOA-related technologies and theories, and demonstrates the differences of building a SOA-based IT systems and the traditional methods. At the same time, with the help telecommunications enterprise investment project management system real case, with full attention to their business processes under the premise described in detail under the guidance of the SOA concept, IT system construction in the requirements analysis and system design of a two-stage system implementation process and supported by empirical explanation.This paper described the basic principles in detail on the implementation of SOA-based enterprise management information system. These principles will not only be followed by telecommunications enterprises'IPMS, but also provide the practical reference to more enterprises which will implement management information system, manage information resources, carry out BPR and integrate information systems.
