With the deepening of the reform of China's political and economic system,the personnel system continues to deepen reform,personnel archives management work also continues to develop.Since the founding of the People's Republic of China,personnel files,as an important part of human resources management in the public sector,play a very important role.It is an important basis for identifying,selecting and using talents.Scientific management of personnel files can promote the development and use of human resources.However,there are still many problems in the management of personnel files in many public departments in China,such as the lack of awareness of file management,backward management methods,policies and theories still need to be improved,and even the phenomenon of personnel files being altered and falsified.It can be seen that it is imperative for the public sector to strengthen the management and rectification of the problem,and effectively safeguard the seriousness and credibility of the personnel archives work.In view of the present situation of personnel archives management in the public sector,this paper takes the Xinjiang Federation of Trade Unions as a sample to conduct a thorough investigation and Study on the status of personnel archives management,analyzes the current situation of personnel archives management in the public sector in Xinjiang,puts forward the problems existing in the management of personnel Archives in the public sector in Xinjiang,and draws lessons from both domestic and foreign countries.Relevant theories and successful experiences of personnel archives management in other provinces(cities)put forward countermeasures to strengthen the management of personnel archives in Xinjiang's public sector and improve the management level of personnel archives.This article is divided into six chapters.Firstly,this paper expounds the background and significance of the topic selection,expounds the domestic and foreign research on public sector personnel archives management,the research methods,contents and problems to be solved,defines the basic concepts of this study,and analyzes the relevant basic theories;secondly,it expounds the development of public sector personnel archives management in China.It also includes the collection,identification,classification,storage and utilization of personnel files,and the management of personnel files by objectives.According to the case of Xinjiang Federation of Trade Unions,this paper probes into the problems existing in the management of personnel files in Xinjiang's public sector,such as lack of management consciousness,backward management methods,imperfect policies,lagging behind information construction,low level of effectiveness,staffs knowledge structure and business ability to be improved,and finds out the personnel in Xinjiang's public sector.At the same time,it summarizes and analyzes the advanced experience and Enlightenment of public departments at home and abroad in personnel file management.Finally,it puts forward countermeasures and suggestions to improve the quality and service level of personnel file management in Xinjiang public sector.
