In December 2013,the Chinese government made a major decision(“The Belt and Road” strategy)to “accelerate infrastructure construction in neighboring countries and regions and promote the construction of the Silk Road Economic Belt and Maritime Silk Road”.Among them,the infrastructure construction of countries and regions in “The Belt and Road” region,especially high-speed rail construction,has become the core issue.However,the construction of large-scale transnational high-speed railway cannot be accomplished at one stroke.Instead,we must concentrate our main forces on the most urgent road sections,and then use them as a basis to gradually promote the construction of transnational high-speed rails.In the related literature,this problem is usually discussed as a general strategy and not in data analysis.In order to evaluate the construction priority of large-scale transnational high-speed railway in “The Belt and Road” region,this paper proposed the HSRC model from the perspective of data analysis.The HSRC model constructs the road network structure of “The Belt and Road” region,taking city nodes in the road network as the research object.Through ranking the importance of city nodes,the model identifies the cities which are most urgent need to build high-speed rail.It considers not only the strategic location of urban nodes,but also the current international factors such as politics,economy,and security.Especially,the NL centrality method proposed in this paper is used when calculating the importance of the strategic location of city nodes.To evaluate the performance of the NL centrality method,we use the Susceptible-Infected-Recovered(SIR)model to simulate the epidemic spreading process on four real-world networks.Experiment results in terms of correctness and efficiency have demonstrated that the NL centrality measure not only can be better at distinguishing the spreading ability of node but also can be used in large-scale networks due to the high computation efficiency.When portraying the international environment,this paper proposes an index of comprehensive cooperation between China and orther countries based on the characteristics of national stability,indicators of country cooperation assessment and the amount of import and export trade.The index takes into account the factors of policies,infrastructure,international trade,and has comprehensively quantified the cooperation of countries and regions with China in “The Belt and Road” region.By using the data downloaded from China Belt and Road Network,the National Information Center,and other government to test the model,and comparing the test results with the high-speed railway sections which are under construction,it is found that road sections and cities covered by these high-speed railway projects have a great coincidence which demonstrates the accuracy of our model.According to the HSRC model,a high-speed rail priority construction analysis system in “The Belt and Road” region has also been developed,and detailed explanations have been given from three aspects: demand analysis,function design,and system implementation.
