Under the rapid developing of the internet and information technology,maintaining secrecy is becoming more difficulty and more challenging.How to supervise the confidential personnel is a problem.The Central Secrets Committee has set the Three Management Policies as the primary working objective in 2014,which include secrecy-classification management,network management,and classified personnel management.Now a day,the secrecy management model at the county units still stay at the level of managing the paper documents,lacking of regulations and standardizing procedures.This management often lead to secret leaking when the classified documents or confidential staffs becoming out of control.After analyzing the status of the confidential personnel,the paper puts forward a confidential personnel management system solution for the county units,including system business analyzes and the function module design.The solution is a special informatization management system for county level secret units in managing the confidential staffs.It could be used to manage the departments information and staff information,providing the units a standardized procedure,guiding the managers and the staffs to notice the secrets workings and the detailed procedures during operations.The system is consist of seven functional modules,which are the entering post management module,the pre-job training management module,on guard management module,the post management module,the confidential business management,the confidential personnel grade management,the personal management.The system is efficient in managing confidential personnel for the county level secret units.Comparing with the traditional solution,application of the system could avoid the weak points,such as lacking of standardization.The system is beneficial to improve the management efficiency and to develop the secrecy management working under the Three Management Policy.
