National special plan,Local special plan,and College special plan are the compensatory education policies formulated and implemented by the state for the enrollment of rural poverty-stricken areas.The three are also called the special plan for targeted enrollment in rural poverty-stricken areas.Among them,the national special plan was implemented in 2012,local special plan and college special plan were added in 2014 and 2015 respectively.This paper takes the "Rural Special Plan" as the research object,takes Q Normal University of Shandong Province as an example to discuss the implementation process and effect of the rural special plan,the cognition and evaluation of the policy by the special students,deeply study the implementation dilemma of the rural special plan,explore the causes of the problems,and propose corresponding solutions.This research is divided into five parts.The introduction part first explains the reasons for the topic selection and the theoretical and practical significance of the research,aims to provide improved reference for the current rural special plan;then we define core concepts about the rural poverty-stricken areas,targeted enrollment,special programs,and rural students,and sort out the recent researches on rural special programs by the scholars.The first part of the main body of this thesis firstly uses the theory of educational equity,education compensation theory and anti-poverty theory as the theoretical backgrou nd.It systematically summarizes the implementation process of the national special plan and the local special plan,and makes a preliminary evaluation of the implementation eff ect: the national special plan is implemented.In recent years,the results have been good,which has promoted the fairness of higher education to a certain extent.The second par t mainly uses interviews and questionnaires to conduct a detailed investigation on the cur rent situation of the enrollment of Q Normal University and the learning,life,psychologi cal status,special program awareness and understanding of the special students.Explore t he implementation process of local special programs.Specifically,after interviewing the e nrollment staff of Q Normal University,it is concluded that the local special plan is rou ghly divided into three stages: initial implementation,implementation development,and d eepening implementation.However,there are also problems such as little college enrollm ent autonomy,narrow professional setting in the process.Furthermore,a questionnaire sur vey was conducted on the study,life and psychological state of the special students unde r the special program in the rural area,and the basic information,learning situation,livi ng conditions and psychological status of the special students were statistically analyzed,which led to understanding and awareness and the impact of rural special programs on t he physical and mental health of special students.Furthermore,it sums up the local spec ial plan from the policy process to the implementation of the school,and summarizes th e fact that the students are learning well and there are no serious psychological problems,which indicates that the local special plan has a good side in the implementation.The above is forward and rising,but there are also operational loopholes in the implementatio n process,narrow range of professional settings,less obvious discounts,and lack of follo w-up measures for the special students.The third part mainly analyzes the causes of the above problems,and concludes that there are three reasons the problems of the special p lan,including the subjects are multitudinous and uncoordinated,the actual conditions of the population quality in the poverty-stricken areas are constrained;the policy setting is incomplete,lack of special planning,management and supervision;for the imbalance in the allocation of quality education resources in the region.On the basis of problems and attributions,the fourth part proposes the measures for local special plans from the polic y planning and implementation level,such as policy planning level,increase publicity,m ake full use of new media means,and clarify the implementation rules;Policy implement ation level are divided into the implementation of colleges and universities and rural pov erty-stricken areas respond to two aspects,such as expanding the scope of specialties,in creasing the benefits of lowering points,setting up follow-up training plans,funding prog rams,adding psychological counseling courses and psychological special teachers,and inc reasing the salary and treatment of special students returning to rural areas.
