General Secretary Xi Jinping pointed out that "the people’s need for better and fairer education and the reality of unbalanced and inadequate development of education are the main contradictions in the field of education in China at present,and our education development is still unbalanced,with regional,urban-rural and inter-school disparities".For a long time,rural areas,especially in the central and western rural areas,have been affected by factors such as backward educational ideology and weak teachers,and their educational development has lagged behind.In order to solve the problems of insufficient total number and low quality of rural teachers in the central and western areas,unbalanced structure and difficulties in introducing them,in 2006 China implemented the "Special Post Program" in the central and western rural areas "In view of the good results achieved by the policy,in order to further strengthen the rural teachers,province H was also included in the scope of implementation of the "Special Posting Programme" policy in 2009.From the questionnaire statistics and interviews,it is found that the "Special Posting Programme" policy in Province H has generally achieved its expected objectives,replenishing a large number of teachers in rural areas of Province H,improving the quality of teachers,optimising the structure of teachers and protecting the educational rights of rural students.However,the study also found that: during the implementation of the "Special Posting Programme" policy in Province H,the administrative departments neglected to pay attention to the stability rate of special teachers,defaulted on the salaries of special teachers,and failed to evaluate the post-appointment management;at the level of higher teacher training colleges,the teaching contents lacked relevance to rural students,the educational internship bases were less involved in rural schools,and the promotion of the policy was out of place.At the level of higher teacher training colleges,there is a lack of relevance of teaching contents to rural students,fewer educational internship bases involving rural schools,and a lack of position in the promotion of policies;at the level of schools with special posts,there is a lack of attractiveness of the working environment,a gradual loss of the social culture of respecting teachers and education in rural areas,and a lack of effectiveness of the "teacher-apprentice pairing system";at the level of special teachers themselves,there are problems of unrealistic work,impetuous mentality,weak knowledge and lack of ability,and lack of enterprising spirit.The causes of the problem are: the administrative department has an unreasonable assessment mechanism,an inadequate salary guarantee system and an imperfect supervision mechanism;the higher teacher training colleges lack professional training for special teachers and are influenced by potential interests;the schools have insufficient financial resources at the provincial,county and township levels,the value of education is low and the competition leads to a lack of financial resources."At the individual level,there is a disparity between urban and rural areas,which leads to a perception of hierarchical " preparation ",a lack of professional autonomy due to unclear career planning,and a lack of professionalism due to fear of responsibility.In view of the problems and causes,the following measures are recommended: at the administrative level,the threshold for entry into the profession of special post teachers should be raised,the salary guarantee system for special post teachers should be improved,and the policy monitoring mechanism should be improved;at the level of higher teacher training colleges,rural education courses should be introduced in the curriculum,more educational internship bases should cover rural schools,and the policy should be publicised in a return position;at the level of the schools where the posts are created,every effort should be made to improve the working environment conditions of special post teachers,so as to help " At the individual level,teachers on special assignment are equipped with the spirit of practical work,cultivate a positive mindset,expand their knowledge base,cultivate the spirit of excellence,strengthen the study of teacher ethics,and cultivate professionalism.
