As the sponsor of compulsory education,our government shows the publicity of education in order to give full play to its working purpose of serving the people and the working principle of being responsible to the people.we attach importance to the development prospects of education and equity,and adheres to the people-oriented principle.Especially in the pursuit of educational equity,we pay close attention to the optimization and balanced allocation of teacher education resources.As an important part of educational resources,teachers are the direct participants a nd implementers of teaching activities,and the backbone of the development of education.The construction level of teachers directly affects the quality of teaching.Improving the quality of rural education,achieving balanced development of education and fair education are based on the fair and reasonable allocation of educational resources for urban and rural teachers.The rational flow of compulsory teachers in the county is an important way to balance the allocation of educational resources,and promotes the experience and technical exchanges between teaching staff in urban and rural areas and between schools.Then it improves the quality of education and teaching in weak rural schools and the overall level of compulsory education in County areas.Therefore,we always regard improving the flow of compulsory education teachers as an important grasp to achieve educational equity,and in different historical periods,we have formulated educational policies and institutional safeguards for the flow of compulsory education teachers,which fully demonstrates the necessity of constructing the flow mechanism of compulsory education teachers at County level.The construction of the county compulsory education teacher mobility mechanism is an important guarantee for the scientific,rational and orderly flow of teachers.The construction of the flow mechanism involves complex elements,and the teacher mobility policy and the mobility system are the key components of the operation of the mechanism.Under the background of promoting the flow of teachers in compulsory education at the county level as the grasp of balancing the development of urban and rural education,a large number of relevant policies have been issued,and various regions are also exploring the practice of teacher flow suitable for their own regions.From the perspective of policy science,through the policy of teacher mobility introduced in China over the past years,the policy of teacher mobility has been undergoing routine changes,with serious path dependence,From emphasizing the unilateral benefits of mobile teachers and individual dedication,to the flow of teachers under institutional guarantees,and to the diversified flow of teachers in the deepening and perfecting stage.It can be seen that there is a serious path dependence in the policy of teacher mobility in China.The change of the policy of teacher mobility is based on minor repairs and experience learning.Moreover,the absence of the integrity of teacher mobility policy system,mandatory concepts and hegemonic conventions ignore the fact that people-oriented teachers are not present as the main body of teacher mobility policy makers,which easily leads to teacher low recognition of this behavior.From a realistic point of view,there are still many real dilemmas in the flow of county teachers.For example,the narrow export of urban and rural teachers,the surrender of urban teachers under the policy,the flow of urban teachers is not agree with the original intention of the policy,and the pressure of urban teachers to increase school management.At the same time,the teacher mobility system itself is not perfect,and there are conflicts and obstacles with the teacher recruitment system and the informal system.Teacher mobility in county plays an important role in optimizing the effective allocation of teacher resources,narrowing the gap between urban and rural education,and promoting educational equity and justice.It is inevitable that the construction of the flow mechanism is indispensable to promote the scientific and rational flow of teachers.Policy is the trigger and driving force for this behavior.The system is an important promoter and guarantee for reconciling various flow factors and improving the flow mechanism of county compulsory education teachers.It can be said that the mobility policy system firmly relies on the mobility institution.They are connected and different,and the two belong to an important part of the mobility mechanism.Therefore,the construction of county compulsory education teacher mobility mechanism should be based on the current dilemma of current teacher mobility,clarify the interests of teachers mobility stakeholders,optimize the teacher mobility policy system,promote the construction of supporting measures for teacher mobility system,and find breakthroughs in ideas and concepts.We will innovate in policies,give full protection to the system,give emotional support,and exert the role of teacher mobility mechanism on the balanced development of county compulsory education.
