In recent years, a large number of high-quality teachers in rural areas have transferred to the school in the city. That the teachers are unreasonably transferred causes the problem of the education fair more prominent between cities and rural areas than before. Teachers fair is a core element of educations fair. To build a fair administration system for city and rural teachers has become an important task for the local education administrative departments.The stage of compulsory education teachers in a rational and orderly mobility can not only promote rational distribution of regional teachers and also make the idea of education and the education philosophy touch and exchange, which can inspire teachers' vitality and creativity in a school and promote the quality of compulsory education in the region. As a result, the research of the mobility about administration for compulsory education teacher is an important subject in the field of education administration today, and that provides a new choice to promote the balanced development of education.This thesis is based on the comprehensive study and practice from Domestic and international. From the situation of one area, the author analyzes the policy environment and the mobility characteristics of reality about Compulsory education teachers and meanwhile analyzes the interest and attitude towards the mobility of teachers from the perspective of teachers, schools and education-related executive departments separately. The region teacher flows presents the unidirectivity, the single layered characteristic, the high quality teachers concentrate excessively in the city school, educate the brain drain, the countryside school backbone teacher appear the fault, these phenomena have brought to the educational administration department's attention, and will attempt to execute the limit policy to integrate the standard controllable scope. But as schools worried the backbone teacher flows out, the young teacher raises the duty heavily, the common teacher "the precipitation" and so on, the factors flows to the teacher holds the discrete manner. Teacher's flowing also must surmount and comes from the personnel management system, the government and the policy stratification plane, the educational administration department, the school and the vested interest teacher community's barrier.This research believed to realize the compulsory education stage in the region and make the teachers reasonable order to be mobile for the needs from the teacher, the school and the government three stratification planes joint effort. It proposed that the teachers establish conforms to oneself ability special skill and occupation development localization, forms multiplex the independent development plan, strengthens positively to the different education environment initiative adaptiveness and so on. And that promotes the strategy in the flowing which the self-life grows; Proposed the school must optimize the teachers troop structure, the optimization using the flowing strategy flows in teacher's growth environment, building up the flow teacher's appraisal mechanism and so on to realize the teachers level promotion strategy; In the government stratification plan, it must develop and consummate the policy environment which in the teacher region flows, introduces the market mechanism to process the teacher flow problem, establishes mobile mechanism which the rigid flowing and the flexible flowing unify, guides and promotes between the city and countryside teacher's two-way flow, guides and promotes the different level teacher's flowing, enhances the human resources disposition the equalization and the validity, stimulates the school teachers troop the vigor, thus promotion compulsory education balanced development. The government also should take the following measure to safeguard teacher's flowing. The first is the perfect drive mechanism, improving teacher's economical treatment; The second is that, the implementation expansibility appraisal system, the construction promotes the stave platform which the teacher develops; The third is to set up the teacher dynamic management idea and guide the teacher to participate in the support flowing; The fourth is to establish the reserve of capable people mechamsm and provide the new force for the region flowing; The fifth is to promote the teacher professional fine reputation, the attraction are more the outstanding talented person to join in the education.
