In recent years,the outline of the National Plan for medium-and long-term Education Reform and Development(2010-2020),and the introduction of policies such as promoting the exchange of opinions between principals and teachers of compulsory education schools in counties(districts),and so on,have been issued in recent years.The flow of teachers shows the trend of institutionalization and legalization.Although various teacher mobility laws and policies are becoming more and more perfect in our country,there are still many problems in the process of implementation.To solve these problems and put forward the possible solutions is of great significance to the rational allocation of teachers and the realization of fair education in urban and rural areas.Based on this,this study takes the national educational regulations and policies and the current implementation scheme of teacher mobility in County Y as the basis for this study.Taking the on-the-job teachers in the compulsory education schools of Y County as the research object and taking the three major factors affecting the teacher mobility in the county as the starting point,some teachers in Y County were interviewed and questionnaires were issued.This paper explores the current situation of teacher mobility and teacher allocation in County Y under the background of policy implementation,focusing on the influencing factors of teacher mobility.The research first combs the relevant literature about teacher mobility at home and abroad,and constructs the thought and analysis frame of the research according to the theoretical analysis of the existing research and the field investigation of Y County.Through on-the-spot investigation,this paper analyzes the implementation of the system of exchange and rotation of county teachers and the flow of teachers in compulsory education schools from the perspective of macro and micro.This paper tries to find the distance between the current situation of teacher mobility and the expectation of policy implementation,and divides the factors that affect the mobility of teachers into personal factors,organizational factors and social environmental factors.In order to further clarify the factors affecting teacher mobility,the study also uses quantitative research methods,comprehensive use of regression analysis and other statistical techniques,to explore the three factors on the impact of teacher mobility.Finally,the researchconclusion is drawn and the countermeasures are put forward.In order to provide the decision-making basis for the educational policy makers and school administrators to guide the flow of teachers reasonably,to promote the balanced allocation of teachers and compulsory education in compulsory education schools at county level.Quality and balanced development.The main findings of the study are as follows:The mobile mechanism of teachers in County Y is not sound,and the implementation of the exchange and rotation programme that began in 2015 is not effective.From 2015 to 2018,149 exchange teachers were sent to urban areas in the county areas and 57 teachers were supported from urban areas to rural areas.The teacher exchange in the county shows one-way unreasonable flow phenomenon,which deviates from the policy intention of realizing the education equity and the balanced development of education in urban and rural areas.The macro-policy control effect of teacher allocation is not obvious.Personal factors have a significant impact on teacher mobility.Among them,children's education,care for the elderly and other family reasons,as well as teachers' pursuit of their own professional ability development have the most significant impact on the flow of teachers.The stronger the professional ability,the higher the frequency of the teacher mobility,and the lower the professional ability is,the stronger the teacher mobility will be.Organizational system factors have a significant impact on teacher mobility.The lower the job satisfaction is,the more the teachers tend to flow,and the higher the job satisfaction is,the more stable the teaching staff is.The social and environmental factors have little influence on the teachers' mobility behavior in the county,but have a significant influence on the teachers' mobility intention.Gender,education,age,marital status and other demographic variables had no significant impact on teacher mobility.
