Township civil servants are the direct participants of the party and the country in the township work and even the rural work,playing the role of the executor of the national government’s policies,indicators,planning and other goals.In the process of realizing the rural revitalization strategy,it is of great significance to use the concurrent system of position and rank to guide the township civil servants to realize the self-life value of the township civil servants on the basis of maximizing the township’s own ability.On June 1,2019,the General Office of the CPC Central Committee officially issued the Concurrent Regulations on Positions and ranks of civil servants,which is of great significance to the classification reform of civil servants,the improvement of the promotion system for civil servants,the modernization of the country’s governance system and governance capacity,and the dual-track operation of job promotion and rank promotion for civil servants.At the same time,we will raise the salaries and benefits of civil servants,encourage them to stick to their posts,realize the professionalization of civil servants,and encourage them to be practical,responsible,and productive.However,the actual situation of township civil servants in different regions is changeable and complex,and this system has not been implemented for a long time,so there are many details that need to be further improved and reformed.Due to the influence of region,history,living habits and other factors,it is impossible to give full play to the role of the unified system of concurrent posts and ranks in the whole country.Instead,it is necessary to consider the local actual situation and make design and adjustment according to local conditions.In China’s current government organizations focusing on public service functions,the promotion opportunities of civil servants at different levels are unbalanced,especially in township level governments.Level of villages and towns government work content at the same time,both the complexity and difficulty of number limitation but due to the establishment and promotion system,the deficiency of itself,cause the township civil servants promotion,so that the township comprehensive civil servants may not well enjoy the welfare caused by the reform of system,and even still can’t motivate township civil servants.Based on the above problems,this paper carries out an empirical study on the implementation of the parallel system of position and rank for township civil servants in Lhasa.By systematically summarizing and analyzing relevant researches of domestic and foreign scholars on the parallel system of position and rank,Combining with incentive theory,equity theory and two-factor theory,and using literature analysis method,questionnaire survey method and other research methods,this paper investigates some township civil servants in Lhasa,mainly from the three dimensions of individual participation of township civil servants,implementation effect,and satisfaction with the implementation of the parallel system of position and rank.Find out some new problems encountered in the process of parallel implementation of positions and ranks of township civil servants in Lhasa in the township areas where ethnic minorities gather.Through the comparison and study of the promotion system of civil servants at home and abroad and the promotion system of cadres in other government units,in order to achieve the goal of rural strategy,the experience and practice of civil servant promotion system in other countries and other regions are fully learned.From point to point,specific countermeasures and suggestions are put forward from the aspects of improving the township system environment,perfecting the system explanation and publicity,establishing efficient civil servant assessment mechanism and establishing fair and just supervision mechanism.
