Research On Emergency Coordination Between Chinese Government And Social Organizations

With the continuous development of social forces,the role of social organizations in emergency relief has gradually become prominent,and the cooperation between the government and social organizations has become inevitable.The 2008 Sichuan earthquake is the beginning of emergency collaboration between Chinese government and social organizations.Since 2008,the collaboration between the government and social organizations in emergency relief has become more and more common,and the construction of emergency cooperation platform has become more and more efficient.On June 23,2016,a sudden strong tornado has brought serious losses to Yancheng.After the disaster,everyone came to the rescure and the orderly cooperation with the government and social organizations has become a bright spot.This paper combined with the social network analysis method to analyse the collaboration between the government and social organizations,as well as the promoting and limiting factors that affect the collaboration between the two.The main conclusions of this paper are as follows:under the background of the risk society,the collaboration between our government and social organizations has become inevitable;The development of emergency collaboration between the government and social organizations is closely related to the rise of social forces and the support of relevant national policies.In the rescue process,with the prolongation of emergency response time,the degree of collaboration between the government and social organizations will be deepened.At the same time,the emergence of intermediary organizations,the establishment of cooperation platform and collaboration mechanisms will promote the collaboration between government and social organizations.On the contrary,lower willingness to cooperate,unusual coordination mechanisms and fewer pre-disaster links will limit the synergy between the government and social organizations.In view of the above,we suggest that the emergency coordination ability between the government and the social organizations should be improved,and the regular communication and cooperation between the government and the social organizations should be promoted.To enhance the willingness of collaboration,not only social organizations should strengthen self-discipline and rescue ability,but also government should be more proactive in emergency coordination.The last,we should consolidate the foundation of collaboration,such as perfect the legal and institutional norms,only in these way can we create a broader space for the development of the collaboration in emergency between the government and social organizations.
