Research On Inter-organizational Collaboration For Addressing Earthquakes In Urban Areas

With the rapid urbanization in China,city has become the main carrier of social production and life featuring a large concentration of population,logistics,information and capital flow.Faced with various kinds of emergencies,the earthquake disaster is seen with large and serious consequences,secondary and derivative events which leads to a complicated evolutionary pattern.This has become a major difficulty for urban emergency management.Over the past decade,the earthquake disaster caused serious damage to the urban area,and brought with it great challenges for local governments to cope.However,it is beyond the capability of a single government to respond to earthquake disasters.The aim of emergency management calls for the collaboration among departments of different responsibilities and capabilities,so that they can share information and resources.This paper takes the inter-organizational collaboration in urban earthquake disaster as the object of study,analyzes the chain effect and evolutionary pattern of urban earthquake disaster in District Y of City S,and designs the systematic disaster mitigation strategy.On this basis,this paper also analyzes the characteristics of inter-organizational collaboration from two dimensions,namely,network structure and network operation,and puts forward suggestions to improve the efficiency of emergency management network and inter-organizational collaboration.Based on the disaster system theory,the paper first used the disaster chain analysis method to predict the secondary and derivative events caused by the earthquake,built the disaster event network,and visualized the disaster chains triggered by earthquake and the types of relationships between disaster events,and explained the process and evolutionary mechanism of secondary events caused by earthquake,laid the foundation for analyzing and understanding the cross-organizational collaboration in dealing with the earthquake disaster.Then,the paper built the inter-organizational collaboration network in coping with the earthquake disaster in District Y of City S,which based on the theory of cross-organization collaboration.And using the social network analysis method,the paper analyzed its structural characteristics,found out the problems existed in dealing with the earthquake disaster,proposed improvements to the emergency management network.Lastly,the paper built the theoretical model of cross-organizational collaboration processes and results.By collecting the data of government in District Y of City S,structural equation analysis was employed to analysis the influencing factors of cross-organization collaboration level in dealing with the earthquake disaster and provided an effective means for studying the cross-organization collaboration and collaborative management.The research work of this paper begins with the evolution mechanism of earthquake disaster in District Y of City S,and studies the phenomenon of cross-organization collaboration in local government coping with earthquake disaster.This paper not only promotes the level of cross-organization collaboration by improving the network structure and collaboration process,but also provides a foundation to improve the cross-organization collaboration research when local government deal with the earthquake disaster.
