Study On Network Structure Logic Of Government Organization’s Emergency Coordination

Emergencies in a risk society are characterized by uncertainty,complexity and diversification,which have a negative or even destructive impact on human society.Few single organizations and institutions in emergency rescue can provide all the skills,expertise and resources needed.The need for cross-temporal,cross-regional,crossfunctional and other disposal needs is enhanced.It is urgent for organizations and institutions to realize rapid and effective integration of resources in a short period of time,and organizational synergy becomes the main mode of emergency rescue.However,due to the tight working time and heavy task of emergency rescue,the bottleneck of low efficiency of emergency coordination always exists.Previous research has focused mostly on emergency response.There are few institutional factors,such as target differences,lack of tacit understanding of emergency teams,different standards of emergency terminology,and separation of emergency decision-making and implementation,which focus on the inter-network relationship of multiagent emergency coordination.In fact,the essence of emergency coordination is the interconnection of organizations and agencies to achieve common goals,which depends largely on the social network relationship between organizations and institutions involved in emergency response.Based on the theory of coordination and social network,this paper first explains the necessity of emergency coordination,including multi-sector joint rescue needs emergency coordination,multi-level joint rescue needs emergency coordination,crossregional joint rescue needs emergency coordination,and high-efficiency emergency rescue needs emergency coordination.Secondly,the process of emergency rescue is a dynamic process changing with time,and different emergency coordination modes should be selected at different stages.Again,choosing the country has great influence.Based on the time dynamic perspective,the social network analysis method is used to slice the emergency rescue process in time,to study the emergence of cooperative network in different time stages and the dynamic change of network structure over time,and to generate the corresponding network topology by UCIENT software,select the network density,average shortest path distance degree index to measure the dynamic evolution of organization relationship,organization role status over time in emergency rescue process,and choose emergency coordination mode in real emergency rescue.Studies indicate that(1)After the emergency,with the continuous upgrading of the incident and the different needs of emergency rescue,different government organizations need to constantly carry out the power,information and resources interposition in order to carry out emergency rescue work in coordination,and the government organization emergency rescue coordination network is formed.(2)Emergency response has the characteristics of complexity and dynamics,the cooperative network structure of emergency rescue becomes more dispersed over time,and the tightness and cohesion of network connection between organizations decrease over time.(3)In the emergency response process,the roles and positions of the participating organizations are uncertain in each time cycle,with the largest and largest control power.According to the organization with the most information and resources is not necessarily the best coordinator,in order to determine the real coordinator of the emergency rescue cooperative network,it is necessary to consider both the inward centrality and the outward centrality;the intermediate centrality is an overall consideration of the position of the organization role,the organization with high intermediate centrality occupies the central position in the network structure,has the strongest ability to control power and resources,and is generally the core organization of emergency rescue.(4)In the process of emergency response,due to the changing state of the event and the dynamic evolution of the cooperative network structure over time,the existing disaster response plan model may not be ideal,which often needs to be passed through Continuous feedback to adjust the core organization of the collaborative response.Through the research of this paper,the author hopes to provide a new idea to improve the efficiency of emergency coordination from the internal relationship of multiagent emergency coordination,and provide a reference for the cooperative network and cooperative response in the emergency rescue of similar accidents in the future.
