The Research On The Synergistic State Of “Internet Plus Government Affairs” In J Province From The Perspective Of “Technology-Organization”

The promotion of “Internet plus government affairs” is an important part of the reform of “delegation,management and service”.The use of Internet technology has promoted the update of the administrative system’s performance of duties,and has improved the efficiency of the convenience,standardization and precision of government services.It has emerged in various provinces and cities.Features and experience such as “Run at most once”,“Do not meet for approval”,“One network to run,one network to manage” and so on.But at the same time,the advancement of “Internet plus government affairs” is also restricted by the existing bureaucratic regulations.There are problems such as unbalanced advancement,formalization,unreasonable institutional design,difficulty in data sharing,and poor coordination among departments.These are prominent manifestations of inter-departmental coordination issues during the promotion of “Internet plus government affairs”.This article uses field research and in-depth interviews to communicate and exchange with the backbones and leaders of the municipal service centers,administrative approval bureaus and other departments in J province.Based on the comparison and analysis of the“Internet plus government affairs” reform in many cities of J province,from the perspective of technology-organizational analysis,the study of the “Internet plus government”cross-departmental collaborative behavior and interaction methods,trying to extract different states of coordination in different cities.Through the comparative analysis and theoretical discussion of synergy,this article discusses the inter-constructive development of technology and organization in the advancement of “Internet plus government affairs”,as well as the evolution of synergy and its synergy.Then this article conducts an in-depth analysis of the synergy and its evolution process and logic,and finally puts forward constructive opinions on the “Internet plus government affairs” cross-departmental coordination.This article has formed two research conclusions.First,the advancement of “Internet plus government affairs” is deeply affected by the process and degree of technological and organizational inter-construction development,and this is a key factor and logic to produce different synergy.Second,the “Internet plus government affairs” inter-departmental collaboration presents a logic of successive upgrades of “informal collaboration-embedded collaboration-digital and intelligent collaboration” in theory,and in practice it presents a situation of coexistence.
