Study On The Collaboration Between Volunteer Organization And Government In The Emergency Management

With the advent of risk society,the emergencies occur more frequent,which has brought the huge property losses and casualties to the human society.Therefore,the emergency management become more urgent.For a long time,our government is always as the independence leader for emergency management.the government has the advantages such as human,capital and power,but also exposed many problems,such as multi-headedgovernment,low emergency management efficiency,unclear responsibility division of labor,low resources integration and limitation and unipolarity of relief objects,etc.Along with the formation of multiple governance pattern,the role of volunteer organizations in the emergency management is more and more obvious,especially after the wenchuan earthquake,volunteer organizations participating in emergency management gets more and more attention of the state and society,therefore,it is very critical for volunteer organizations and government to develop collaboration in emergency management because they have their own unique advantages and disadvantages.This article will be on the basis of related literature at home and abroad about collaboration between volunteer organizations and government to comb related theory firstly.such as "government failure and market failure theory","resource dependence theory"."synergetics theory" and "polycentric governance theory",which laid a certain theoretical basis for study on collaboration between volunteer organizations and government.Secondly,understand the domestic volunteer organizations and the government collaboration in emergency management present situation by the method of case analysis and comparative analysis.study appears that the volunteer organizations and the government now although have developed preliminary collaboration and achieved some results in some areas,it is not hard to find some difficulties from the practice of emergency management,including:the lack of legal protection,lack of communication and coordination mechanism,the lack of resources integration and sharing mechanism,the limit of breadth and depth of collaboration.Thirdly,from the volunteer organizations and the government's own subjective factors and the legal policy objective environmental factors,explore the reasons of facing difficulties in collaboration at the moment.Finally,on the basis of experience in reference to the United States,Germany,Japan and other developed countries,put forward the countermeasures about collaboration between volunteer organizations and the government.Including five aspects:collaboration consciousness,legal environment,management system,resources and information sharing and moral cultures.
