Research On The Interaction Between Government, Market And Society In Cultural System Reform

From the 16 th National Congress of the CPC to the 19 th National Congress of the CPC,the reform of cultural system in China has gone through several stages of practice and exploration,such as starting,piloting,tackling and deepening.At present,the short-term tasks of the reform of cultural system has been basically completed,and we are standing at a new historical starting point again.The reform of cultural system belongs to the aspect of culture governance,and it also plays a significant role of the country’s governance system.Moreover,the reform of cultural system is one of the important power to promote the social transformation in China.This thesis starts with the analysis of the interaction relationship between the government,the market and the society,and it is believed that culture has three attributes: political,economic and social,which exactly correspond to the three discourses of government,market and society,based on which three systems of the social core values,modern culture industry,and public cultural service are formed.The general goal of the cultural system reform is to build a cultural supply system to meet the people’s needs for a better life.After a complete analysis on 40 years of reform and opening-up of our country’s cultural system,we can see that the reform of cultural system is in accordance with the forwarding path of the government,market and society.With the advancement and deepening of reform,the government,market and society have gradually differentiated,independent and strengthened from the "national omnipotence",constantly colliding and integrating at the top level of the country,advancing side by side and promoting each other.Zhejiang province is the typical representative in the reform of cultural system,where many innovative practices emerged and the construction of the public culture service system has achieved significant success.However,there are also some bottlenecks in the cultural system reform in Zhejiang province,which are also the problems faced by the national cultural system reform.As the government has always played a leading role in the reform of China’s cultural system,we can start from the construction of an effective government,collaborative government,rule of law government,service-oriented government,co-operative government and so on,and then form a benign interaction mechanism between the government,market and society.
